The Village of Roseville Board of Trustees held its regular meeting on Monday, June 1, at 6:00 p.m., with President Dan Taflinger presiding.
The board approved the agenda and the minutes from the May 4th meeting. Treasurer Cindy Adkisson reported ongoing efforts to collect past-due water bills.
Several accounts have been referred to Collection Professionals in Macomb, while Adkisson and Taflinger are developing a plan to reduce future delinquencies.
Adkisson is also exploring additional collection options through the state comptroller’s website. The board approved the treasurer’s report as presented.
In old business, Taflinger requested additional addresses needing village attention. Attorney Youngquist reported he is continuing work on the property at 245 E. Gossett.
Taflinger also noted that the host site agreement for the community garden has been forwarded to Cherilyn Thomas for signature.
No bids have yet been received for the 165 E. Broadway property. The board was informed that the bidding timeline can be extended to allow interested parties more time to submit offers.
Discussion continued on a potential 1% grocery tax ordinance. Attorney Youngquist clarified that “groceries” generally includes food for off-premises consumption such as fresh produce, dairy, meat, bread, and packaged goods, as well as common household items like paper products, cleaning supplies, and toiletries.
The board has until October 1, 2026, to adopt the ordinance for a January 1, 2027 effective date. The item was tabled for a future meeting.
Under new business, Barry presented options for replacing benches in the village. The board unanimously approved the purchase of six red 15-inch benches with backs at $725 each.
The new benches will replace those in the downtown area. Additional benches for the park may be considered in the future.
Taflinger provided updates on three active grants. Klingner and Associates project funding is currently unavailable; a meeting is scheduled to discuss next steps, with possible reavailability in the fall.
A low-interest loan for water tower improvements is being considered as a backup. The DECO grant is awaiting release of funds. The Hazard Mitigation grant for a community center generator requires additional information by July 1. It remains unclear whether the village can meet the requirements in time.
The board approved transfers of $15,000 from the general interest-bearing account to general checking and $25,000 from the water/sewer interest-bearing account to water/sewer checking to cover June expenses. June bills were also unanimously approved.
Attorney Youngquist stated that a draft of the appropriations ordinance, adjusted by the allowed 5% across the board, is ready for review and will be presented for adoption at the July meeting.
Taflinger announced an informational meeting about a proposed solar panel installation on approximately 52 acres of the Don Tomlin land at the west edge of Roseville. Trajectory Energy Partners’ project could power up to 1,200 homes.
Roseville residents would have first priority to opt in for potential savings through Ameren at a reduced rate. The public meeting was scheduled for June 8, at the American Legion building.
Attorney Youngquist reported progress on the Brewer Addition and ongoing annexation discussions with Casey’s and Dollar General. Water Superintendent Tony Carlson announced that new gravel has been applied to the community center parking lot. The board authorized him to dispose of older furniture from the previous meeting area as he deems appropriate.
The meeting adjourned following a motion by Barry, seconded by Lybarger. In attendance were: Trustees JR Casteel, Mike Kirby, Flint McCullough, Trina Barry, and Tracy Lybarger (Randy Gooding was absent). Also present were Treasurer Cindy Adkisson, Water Superintendent Tony Carlson, Zoning Administrator Robert Carlson, and Attorney Andrew Youngquist.
