The Village of Roseville held its regular board meeting on February 2, starting at 6:05 p.m.
President Dan Taflinger presided over the session, with Trustees Mike Kirby, JR Casteel, Randy Gooding, Trina Barry, and Tracey Lybarger in attendance. Trustee Flint McCullough was absent.
Also present were Treasurer Cindy Adkisson, Water Superintendent Tony Carlson, Zoning Administrator Robert Carlson, and Attorney Andrew Youngquist.
The board quickly approved the meeting agenda, the minutes from the January 5, 2026, regular meeting, and the treasurer’s report.
During the public forum, representatives Cherilyn Thomas and Mark Johnson from the Roseville Community Organization requested permission to establish a community garden on village-owned property behind the community center.
The proposal includes use of the land and access to water from the center. Clerk Hayes was directed to consult with the village’s insurance provider (RMA) to confirm coverage for the initiative. The board tabled further discussion and a vote until the March 2026 agenda.
Attorney Youngquist provided updates on ongoing legal matters. The Mustread case remains scheduled for February 4, 2026, at 9:30 a.m., though a continuance may be needed due to Trustee McCullough’s unavailability to confirm attendance.
Court dates for property issues involving the Swearingen and Dix properties are set for March. The board rejected a cost-sharing proposal from the Illinois Department of Transportation for resurfacing parking lanes on Main Street from the four-way stop north to the park.
The estimated village share would have been $63,107.94. Trustee Lybarger made the motion to reject, seconded by Gooding, and it passed unanimously.
The board unanimously adopted Public Forum Ordinance 2026-1, formalizing procedures for public participation at meetings.
President Taflinger also announced an extension of liquor sales hours to 2 a.m. on Super Bowl Sunday, February 8.
Fund transfers were approved to cover February bills: $10,000 from general interest-bearing to general checking, $15,000 from water/sewer interest-bearing to water/sewer checking, and $1,000 from general interest-bearing to park checking. All trustees present voted yes.
Attorney Youngquist advised Clerk Hayes on handling FOIA requests received from Prairie State Wire, promising to supply necessary documents. He also confirmed that the village is unaffected by a referenced PVC class action lawsuit and no response is required.
The board approved payment of February 2026 bills, with all present trustees in favor.
Water Superintendent Tony Carlson reported that installation of internet and phone services by MTC at relevant locations is now complete.
Cameras for three sites have been ordered as part of ongoing improvements. The meeting adjourned at 6:45 p.m.
