Biggsville Board

The Village Board met in regular session November 7, 2012 with Bill Ewing, Village President presiding and with the following present: Trustees –Travis Pence, Brian Sterett, Miguel Gonzalez, Glenn Olson and Scott Rhinehart at 7:50pm with Brian Cochran absent; Clerk – Cindy Rhinehart; Treasurer – Marilyn Simmons and Visitors – Scott Kammerman, Jerry Weibel, Andy Gaddis, Diane Gonzalez, Nancy Sterett, Brandon Rothzen, Mike Seitz and Dan Gibb.

Bill Ewing, Village President opened the meeting by leading the Pledge of Allegiance at 7:03 pm.

The minutes from the October meeting were approved.

Treasurer’s Report was approved with Marilyn Simmons reporting that $10,500 was left over from the housing rehab project and Shannon Duncan wants it sent back to WIRC.

Travis Pence moved the bills be paid as read with the correction of $1141.20 moved from sewer to water due to the invoice from USABlueBook was for items used on the water tower not on sewer and seconded by Glenn Olson. Roll was called and all present voted in favor of paying the bills as read.

Reports

Parks and Recreation

Scott Rhinehart reported that there was a nice turn out of residence for the weiner roast on Halloween.

Water

Bill Ewing reported that the water project has progressed to where bids could be started as soon as December 1, 2012.

Public Relations

Diane Gonzalez reported that she has approval from property owners to put Neighborhood Watch signs on their properties entering the town.

Sewer & Lagoon

Bill Ewing reported that the air blower needs to be serviced.

Maintance

Glenn Olson reported that the truck , tractor and salt spreader all need maintance before snow season beings. Glenn also reported that he had a bid for the tractor to be fixed of $5100.

Old Business

Snow Removal Bids, Mowing Bids and Maintance Personal discussion was tabled until the November 20, 2012 where a special meeting will be held to discuss all bids.

New Business

Glen Olson made a motion to accept the Tax Levy Ordinance 511 for May 2012 to April 30, 2013 and seconded by Travis Pence. Roll was taken and motion was accepted by all.

Miguel Gonzalez mad a motion to accept Ordinance 512 – Rules and Rates for water project and seconded by Travis Pence. Roll was taken and motion was accepted by all.

Travis Pence made a motion for the meeting be adjourned at 9:31 PM and seconded by Brian Sterett. Roll was taken and motion was accepted by all to adjourn the November meeting.

Special Board Meeting

The Village Board met in special session November 20, 2012 with Bill Ewing, Village President presiding and with the following present: Trustees –Travis Pence, Brian Sterett, Scott Rhinehart, Glenn Olson and Miguel Gonzalez at 7:50pm with Brian Cochran absent; Clerk – Cindy Rhinehart; Treasurer – Marilyn Simmons and Visitors – Andy Gaddis, Matt Seitz and Danielle Rhinehart.

Bill Ewing, Village President opened the meeting by leading the Pledge of Allegiance at 6:00 p.m.

Brian Sterett made a motion to do the fruit baskets for the seniors in the community and seconded by Travis Pence. The motion was accepted by all.

Bill Ewing reported that the lighting of the Christmas Tree will be on Friday, November 30, 2012 at 5:30 to 7:00 p.m. and Santa will be present for the kids and hot cocoa and cookies will be served.

Brian Sterett made motion to go into closed session at 6:45 p.m. to discuss the snow removal bids, mowing bids and maintance personal and seconded by Travis Pence. Motion passed.

Brian Sterett made motion to come out of closed session at 7:29 p.m. and seconded by Travis Pence. Motion passed.

Glenn Olson made motion to accept Matt Seitz’s bid for snow removal and seconded by Travis Pence. Motion passed.

Brian Sterett made motion to table and ceases mowing bids until spring and seconded by Miguel Gonzalez. Motion passed.

The meeting adjourned at 8:38 p.m.
