Biggsville Board August Meeting

The board met in regular session August 1 with President Dale Allenbaugh opening the meeting.

Melinda Whiteman of Henderson County Rural Health Center was present explaining what the center does for the community and what the new pharmacy in Oquawka will provide residents in the area. Whiteman explained the expansion budget and the need for $258,700 to be raised.

Mr. Ralph Grimm talked about the Henderson County Water Coalition. This coalition desires to conduct a feasibility study to bring a safe and affordable drinking water supply to Henderson County.

Grimm asked the board to consider approving a Resolution of Support for this Water Coalition. Marilyn Evans moved the village approve the Resolution of Support for the Henderson County Water Coalition, seconded by Brian Cochran. Roll was called and all present voted yes. The Resolution was signed by President Dale Allenbaugh and Clerk Frank Jones.

President Dale Allenbaugh cautioned Grimm that easements are not the easiest to obtain. Allenbaugh read a letter from the attorney representing the property owned by AWL Girls Family and what conditions they wanted before signing an easement.

Allenbaugh said he is sending a follow-up letter for the four easements remaining.

Dale Allenbaugh said he discussed the 501 (C)(3) status with the village attorney for receiving funds for the memorial project. If the money is received by the village no 501 (C)(3) status is required.

Minutes of the regular meeting were read by Clerk Frank Jones. Brian Sterett moved the minutes stand approved as read and seconded by Marilyn Evans. Roll was called and all present voted yes.

Treasurer Gloria Jones presented the treasurer's report. Gloria Minard moved the treasurer's report be approved as presented and seconded by Brian Sterett. Roll was called and all present voted yes.

Bills were read by Clerk Frank Jones. Brian Sterett moved the bills be paid as read and seconded by Bob Onion that orders be drawn on the treasurer for the same. Roll was called and all present voted yes.

Reports:

Parks and Recreation - Dan Gibb reported on the July meeting - several visitors were present to discuss the memorial honor garden. They are reviewing the needs and may downsize the project. The parks committee is forming a subcommittee for the honor garden and need members.

Upcoming events -1) Legion fish fry August 18 at Lindo field, 2) Village Picnic August 19 at Lindo field, 3) Band Jam on September 2 at Reid Park, 4) Lions Pork Chop barbecue on September 3 at Lindo field, 5) Heritage Days September 28, 29, 30 - Street dance the 28th, Parade on the 29th, Biggsville U.P. Church Chicken noodle dinner at 11:00 a.m. on Saturday, September 29th, and a ten mile bike ride at 2:00 p.m. on the 29th. The Lynn Hotel and Museum will be open. Anyone interested in having an entry in the parade please call Janet Monville. Monville is also open to suggestions for a parade theme this year.

Dale Allenbaugh reported the gym in Biggsville is for sale. Allenbaugh wasn't sure it was suitable for community use. Brian Cochran suggested it be used for maintenance storage for the village.

Dale Allenbaugh passed around a listing of questions asked regarding the Honor Garden.

Public Relations - Dale Allenbaugh reported that WIRC needs addresses for some of the residents of Biggsville. Gloria Jones will complete this request.

Streets - Dale Allenbaugh reported the alley's need oil and chipped and will contact the County.

Water- Several residents reported smelling a sulfur smell in their water.

Maintenance - Dale Allenbaugh reported the village is looking for a location for a Maintenance shed.

Zoning - Dale Allenbaugh reported that Randy Anderson has accepted the position of Zoning officer.

Other standing committees of the village board had no specific reports.

Old Business-

Dale Allenbaugh appointed Jennifer Hopkins to fill the vacant trustee position. President Dale Allenbaugh swore in Jennifer Hopkins as a trustee.

New Business-

President Dale Allenbaugh reported the village has hired Kevin Mortimer as the Recycle person effective August 1, 2007.

Trustee Gloria Minard surprised Clerk Frank Jones with cake and drinks for his birthday August 1st.

Visitors-Melinda Whitemann of Henderson County Rural Health Center, Janet Monville, Larry Gray, Ralph Grimm, Jennifer Hopkins, and Dan Gibb (7:25 p.m.).

The Board adjourned at 8:55 p.m. The next regular meeting will be on Wednesday, September 5, 2007 at 7:00 p.m. at the Biggsville Community Building.
