The Board of Education of Union Community Unit School District #115, Henderson County, met at 6:10 p.m. on April 20, 2005, in the library, Biggsville. Members present were Allaman, Bigger, Kage, Miller, Parsons, Sams, and Weber.
The board canvassed the results of the election for the Union #115 Board of Education, held on April 5, 2005-the board declare the canvass of votes for the election for the Union #115 Board of Education, held on April 5, 2005, to be completed with the following results:
Beth Weber 612
Doug Sams 585
The Board approved that the results of the election be certified as official, and that the following candidates be declared duly elected to the Union Community Unit School District #115 Board of Education.

The Board of Education of Union Community Unit School District #115, Henderson County, met for the purpose of reorganization of the Board at 6:15 p.m. in the District #115 library, Biggsville.
Present were: Allaman, Bigger, Kage, Parsons, Sams, and Weber.
Dean E. Irlbeck, Superintendent, served as temporary chairman of the meeting for the purpose of election of the board president.
Joe Bigger nominated Doug Sams for President of the Union #115 Board of Education. No other nominations were made. Sams was appointed president by acclamation.
Beth Weber nominated Bill Allaman for vice-president of the Union #115 Board of Education. No other nominations were made. It was moved by Weber and seconded by Kage, that Allaman be appointed for Vice-President of the Union #115 Board of Education. All voted aye.
Weber was nominated for secretary of the Union #115 Board of Education. No other nominations were made. It was moved by Bigger, seconded by Parsons, that Weber be appointed for Secretary of the Union #115 Board of Education. All voted aye.
The agenda was reviewed for additions and deletions.
It was moved by Parsons, seconded by Bigger, and carried by unanimous roll call vote, that the policies, procedures, regulations and operational practice of the previous board be adopted by the current Board of Education. Further moved, that the 3rd Wednesday of each month be designated as the regular meeting date, and that 6:00 p.m. be established as the official time for the beginning of meetings. Further moved, that all meetings will be held in the district library, unless otherwise stated. Further moved, that the president of the board be authorized to sign and receive all Criminal History Records information forms for Union Community Unit District #115. This authority may be delgated to the Superintendent, as has been done in the past years.
It was carried by unanimous roll call vote, that Linda Miller be appointed to fill the open position of school board member.
Laura Lewis updated the board on the Advisory Council's last meeting and events that they are planning.
Jill Colley, Union Elementary School Principal, reported on several matters relating to Union Elementary School including the following:
a) Mrs. Hexom reports that Justin Allaman played with adults in the pit orchestra at the musical.
b) The IESA Solo and Ensemble Contest went really well.
c) The second round of ISAT's is over.
d) The Jr. High play was a success.
e) Scholastic Bowl team and track team are in full swing.
f) Teachers are all getting their incentive loans finished up.
g) Adult computer community classes have met for four sessions. Faculty and staff have had six classes and have three more to go.
h) Field Days dates are set.
i) We have lot of field trips coming up.
j) Staff development sessions are ongoing.
Karen Rima, Union High School Principal, reported on several matters relating to Union High School, including the following:
a) The musical went well.
b) The spring sports are in full swing.
c) The lights at the Biggsville ball diamond are not working properly. The Superintendent has arranged for them to be repaired.
d) The summer school dates and times have been set.
Congratulations to the following students who received recognition and ribbons for their participation in the Town and Country Art Show.
1st place: Laura Alexander, Letta Bass, Amanda Norris, and Kristin Whiteman.
2nd place: Dane Acland, Laura Alexander, Shannon Bailey, Beth Blakley, and Brandie Lindo.
3rd place: Dane Acland, A.J. Cox, Emily Good, Brian Morris, and Halee Simmons.
Buchanan Center Awards for best medium: Emily Good, Amanda Norris, and Kristin Whiteman.
It was carried by unanimous roll call vote, that the board enter into closed session at 6:43 p.m. for discussion of student matters, resignations, personnel, and employment.
It was carried by unanimous roll call vote, that the board return to open session at 9:35 p.m.
No official action was taken on any student matter, but the administration was directed to implement the steps that has been agreed upon to insure continued safety and promote success for all students at Union #115.
It was carried by unanimous roll call vote, that the board accept the recommendation of the administration to allow Linda Michael and her staff to work additional days in June to prepare the libraries for next year with appropriate compensation as outlined in the proposal presented to the board.
It was moved by Miller, seconded by Kage, and carried by unanimous roll call vote, that the Board President, Doug Sams, and the Board Secretary, Beth Weber, be authorized to execute the intergovernmental agreement between the Union #115 Board of Education and the Village of Biggsville to allow for the transfer of the district-owned portion of the Biggsville Ball Field to the Village of Biggsville.
It was carried by unanimous roll call vote, that the board regrettably not renew the employment contract for Jill Colley, Union Elementary principal for the 2005-2006 school year.
It was carried by unanimous roll call vote, that the board approve the consent agenda as follows:
a) Minutes from the March 16, 2005 meeting.
b) A revised board calendar.
c) Financial reports and information.
The board received information on a proposed lease of the district's FCC television license.
After discussion of what to do with Union's sports uniforms, the board directed the administration to offer the uniforms to the 2004/2005 sport participants first, then to offer them to current students, and then to offer them to the public for a minimal fee. The board also directed the administration to offer the baseball pants to the Babe Ruth Baseball Team as had been requested.
After discussion, it was carried by unanimous roll call vote, that the board approve the proposed projects to put a wooden fence around the sewer and a chained link fence around the football field.
Bill Allaman updated the board on recent meetings of district #235. Various board members expressed concerns regarding some issues.
The board received a report on several repair and maintenance projects.
It was carried by unanimous roll call vote, that the board approve bills and payroll as submitted.
