The board met in regular session with president Janet Monville presiding and the following present: Trustees - Marilyn Evans, Daryl Forbes, and Gloria Minard; Treasurer - Gloria Jones; clerk - Frank Jones; absent - Trustees - Dale Allenbaugh, Bob Onion, and Louise Webb.
Visitors were Sheriff Mark Lumbeck, States Attorney Raymond Cavanaugh, and Heather Louck.
The board approved paying all the bills except the bill from Boyer Plumbing and Heating.
Sheriff Mark Lumbeck and States Attorney Raymond Cavanaugh were present to promote the Public Safety Sales Tax Referendum that will be voted on April 5, 2005 in Henderson County.
This sales tax would cost 1¢ for every dollar spent on eligible retail goods and will generate approximately $160,000. This money is needed to enable the county to maintain its current level of services.
Reports
Ball Park - Janet Monville asked who should plan the dedication and thank all who worked and contributed on the new building at the ball park, Janet Monville will discuss this with the Parks and Recreation Committee.
Water - Marilyn Evans was asked what the water and sewer bill should be if no one is living in a house. As long as the service is not discontinued the bill is $15.00 for water and $28.00 for sewer.
Public Relations - Marilyn Evans reported that approximately 100 customers attended the community breakfast.
Daryl Forbes had nothing to report on trash day. Janet Monville will inquire elsewhere.
Streets - Janet Monville reported the ballpark road needs chipped.
Parks and Equipment - the board discussed the need for someone to schedule using the parks.
Water - Janet Monville reported there is a water "T' on the Lester Graham lot in Hillcrest subdivision.
Water outage - it was discussed how to notify residents when the water is going to be off due to a main break. Notices of this type are not known in advance which makes it very hard to notify everyone. In the future, the president and clerk will be notified. Boil order notices will be on local TV and radio.
Old Business
President Janet Monville reported that at the unit 115 school board meeting it was discussed that the Village of Biggsville was interested in purchasing the ball park located in Biggsville. A decision may be made at the next school board meeting.
Daryl Forbes moved to grant president Janet Monville the authority to accept an offer tendered if it is acceptable to the Village of Biggsville, seconded by Gloria Minard. Roll was called and all present voted yes.
President Janet Monville reported the decision on placing an antenna on the water tower is still pending.
President Janet Monville reported that nothing has been done to demolish the house on the Stout property.
New Business
President Janet Monville reported that the Illinois EPA has approved the permit that enables the Village to proceed with the new well.
President Janet Monville reported the furnace went out in the trailer located where the well is to be drilled. Monville called and had the furnace repaired. WIRC is still checking for housing for this resident.
The board discussed several reports of windows being shot out within the Village.
President Janet Monville presented a bill from Boyer Plumbing and Heating for restroom repairs in the community building. The bill totaled $272.27 with $167.27 for materials and $105.00 for labor. The board discussed the problems with getting this fixed. Gloria Minard moved the Village pay for the materials only, seconded by Daryl Forbes. Roll was called and all present voted yes.
President Janet Monville read a request from Glen Olson to burn waste from his demolition projects. Monville will contact the fire department on this request.
The next regular meeting will be on Wednesday, April 6, 2005 at 7:00 p.m. at the Biggsville Community Building.
Daryl Forbes moved the meeting be adjourned at 9:25 p.m. and seconded by Gloria Minard. Roll was called and all present voted yes.
