Biggsville Board Discuss Water Issues and More

George Russell of McClure Engineering reported the bids were opened for the Water Quality Project and all three bidders were over the engineer's estimate of $200,000.

The action took place at the regular monthly meeting of the Biggsville Village Board meeting Wednesday, July 6th.

President Janet Monville presiding and the following present: Trustees-Dale Allenbaugh, Jack Brokaw, Marilyn Evans, Gloria Minard, Bob Onion, and Brian Sterett. Treasurer-Gloria Jones, Clerk-Frank Jones. Visitors-Shannon Duncan of WIRC, Don Burns of Rural Development, Attorney Ronald Stombaugh, George Russell of McClure Engineering, Kevin Wiehardt of WIRC, Jim McClintic, Lester Graham (7:40 p.m.), and Dan Gibb (7:43 p.m.).

Russell passed out a revised estimate saying the new amount required for the loan is $303,200 compared to the old loan amount of $75,000. Russell stated a large part of the overage was due to the valves and meter boxes.

The board questioned why these items weren't looked into initially.

The board discussed what to do next to meet the EPA construction deadline and how to finance the additional costs.

George Russell stated the existing well on the property the village purchased has not even been submitted to the EPA for approval.

Don Burns of Rural Development said there is a chance that grant money in reserve may be obtained. Burns asked George Russell about additional funds needed in addition to the materials, such as legal costs, land contingencies, reserve dollars not included in the amount needed for funding. Burns said the estimated amount needs to be determined before applying for a new grant.

Dale Allenbaugh moved the Village of Biggsville reject the bids for the Water Quality Project, seconded by Jack Brokaw. Roll was called and all present voted yes.

The board discussed how to make sure the water would be approved by the EPA.

Dale Allenbaugh moved they have McClure Engineering request bids for drilling one well and have it tested for quality and quantity, seconded by Gloria Minard, and all approved. President Janet Monville asked George Russell to start this process immediately. Don Burns requested that McClure Engineering re-estimate the entire project.

Shannon Duncan of WIRC passed out copies of the operating budget for the Water Project.

Kevin Wiehardt of WIRC advised the board that the Village of Biggsville was awarded a Community Development Assistance Program (CDAP)-Grant of $327,000 and a Housing Trust Fund Grant of $77,00 for a total of $404,000. Target area residents will be notified by the CDAP office. The application process will begin in late 2005.

Wiehardt explained the funding awarded and asked the village to approve the Contract for Professional and Technical Services Agreement with WIRC. All costs for this project will come out of the funding and the only cost to the village is $250.00 for the Housing Trust Fund fee.

8:53 p.m. Marilyn Evans moved the board close the regular meeting and go into executive session, seconded by Gloria Minard. Roll was called and all present voted yes.

9:10 p.m. Dale Allenbaugh moved the board close the executive session and return to the regular meeting, seconded by Marilyn Evans. Roll was called and all present voted yes.

Marilyn Evans moved the village pay Boyer Plumbing and Heating the $105.00 owed from a previous bill and not to use Boyer Plumbing and Heating in the future, seconded by Bob Onion. Roll was called: Dale Allenbaugh, yes, Jack Brokaw, yes, Marilyn Evans, yes, Gloria Minard, no, Bob Onion, yes, and Brian Sterett, Yes. Motion carried and Clerk Frank Jones was instructed to issue a check.

Jim McClintic was present advising the board that the fill is washing away from both sides of the buried drain pipe on his property. Dale Allenbaugh will work with Henderson County on fixing this problem.

Lester Graham was present detailing the events that took place before water was available to his property in the Hillcrest subdivision. Apparently a water valve was located 10 feet from his property but when hooked up, no water and a connection to the main could not be fond either. Jeff Lant of the village decided to run a new water line from the main. It had been discussed earlier that Graham may be responsible for all costs.

The board discussed that the developer should have maps with existing water lines in place. Graham assumed water was available when he purchased the lots, but it wasn't. Dale Allenbaugh moved the Village of Biggsville stand the costs for the new water line to the Graham property and Graham be required to pay only the normal hook up fee per the Water Ordinance, seconded by Gloria Minard. Roll was called and all present voted yes.

Dale Allenbaugh will ask David Hill for a map of Hillcrest.

President Janet Monville passed out to the board their new committee assignments.

Reports-

Bob Onion reported the lock on the men's bathroom at the ballpark is locked and won't open. He will work to have this fixed. Onion also said that Sue Onion will coordinate the scheduling of the parks.

President Janet Monville will send a letter to the county clerk advising of the poling place change from the Biggsville Community Building to the Henderson County Library.

Marilyn Evans said Biggsville needs a volunteer chairperson for Heritage Trail. If interested, contact the president or any board member.

Dale Allenbaugh reported the Motor Fuel Tax (MFT) reports for years 2002 through 2004 have been submitted and also the 2005 budget of $10,000.

Dale Allenbaugh will get bids for the sidewalk repairs.

Bob Onion said the bush on the corner of Valley and Adams needs trimmed.

Brian Sterett, reported the playground equipment has arrived for Reid Park. Brian said the equipment will be installed later by volunteers from Biggsville and General Electric (GE).

Clerk Frank Jones said the gutter on the lagoon shed needs fixed as reported on the monthly report from Greg Fulkerson of TEST.

Old Business

President Monville reported the windows have been covered on the old Shell station.

New Business-

President Monville received a telephone call from Glenn Smith of the Biggsville Fire district with concerns with lower water pressure with the new wells. This will be discussed with McClure Engineering. President Janet Monville reported that Bob Scott would like water from the village. Janet Monville will investigate to see if the old line to that property still exists.

Gloria Minard asked if fences are required for all the swimming pools within the village for security/safety issues. There is an ordinance and the village will check into this for the safety of children.

President Janet Monville reported that Dick Reid would like to donate $1,100 to the village and earmark it for restrooms at Reid Park. Bob Onion moved the village accept the donation from Dick Reid and deposit in the general fund to be used for rest rooms at Reid Park, seconded by Marilyn Evans. Roll was called and all present voted yes.

The next regular meeting will be on Wednesday, August 3, 2005 at 7:00 p.m. at the Biggsville Community Building.
