Biggsville Village Board Meets

The Biggsville Village Board met in regular session December 7th. Present:President Janet Monville and Trustees-Dale Allenbaugh, Jack Brokaw, Marilyn Evans, Gloria Minard, Bob Onion, and Brian Sterett. Treasurer-Gloria Jones. Clerk-Frank Jones. Visitors-Glenn Smith, Leroy Rice, Larry and Donna Bundy, Village Attorney Ronald Stombaugh, and Dan Gibb (7:25 p.m.) President Janet Monville opened the meeting leading the Pledge of Allegiance to the flag. Roll call was conducted by Clerk Frank Jones.

After the minutes and treasurer's report were approved, and bills ordered paid, Village Attorney Ron Stombaugh reported he had talked with McClure Engineering and brought drawings and maps for the village water system. Clerk Jones asked if McClure had a copy of the "As Built' sewer drawing as requested. Attorney Stombaugh will check on this. Stombaugh explained the two bills submitted by McClure Engineering. The bills amounting to $2,000.00 and $1,684.80 are both for services for the well drilled.

Jack Brokaw asked if the old well results were available. There is confusion as to the gallons per minute.

Attorney Stombaugh isn't sure if there is a reason to question the quality of service provided by McClure Engineering as to recover any funds. Stombaugh requested permission to discuss this issue with the new engineer about problems and challenge what they did wrong.

Dale Allenbaugh moved the Village enter into executive session at 7:25 p.m. to discuss the former engineering company and discuss selling the property purchased for the Water Quality Project. They returned to open session at 8:07 p.m.

President Janet Monville called on Larry and Donna Bundy. Donna stated they were interested in what the future status is for water service on their property. Attorney Ronald Stombaugh advised the Bundy's that the Village will reply in writing to their attorney after the next regular meeting on January 4, 2006.

President Janet Monville called on Leroy Rice. Rice said he is concerned about any change in the fire insurance rate. The Village advised him that no change is anticipated in the water service for 2 or 3 years. President Monville called on Glenn Smith. He wanted to clarify rumors that he has heard about the future water service. Monville assured Smith they are rumors.

Reports-

Lights-Marilyn Evans reported that the night light at the logoon is still not fixed.

Maintenance-Bob Onion reported that more salt and sand is needed on the streets.

Old Business- Derby Tech Inc. will furnish three (3) free internet services to the village for allowing their antenna to be placed on the Biggsville water tower. The door for the ambulance has been installed and the electrical work will be completed shortly. Christmas Decoration Contest signs have been posted and the decorations will be judged on the 12 or 15th of December by residents of Oak Lane.

New Business- Christmas fruit and candy for the Senior Citizens of Biggsville will be sacked and delivered on December 15. Gloria Minard will purchase the fruit, candy, plates, and bags. The next regular meeting will be on Wednesday, January 4, 2006, at 7:00 p.m. at the Biggville Community Building.
