from Minutes of the regular meeting, September 1, 2004

The Board met in regular session with President Janet Monville presiding and present were the following: Trustees - Dale Allenbaugh, Marilyn Evans, Daryl Forbes, Gloria Minard and Louise Webb. Treasurer - Gloria Jones. Clerk - Frank Jones. Visitors - Heather Louck, Bill Leonard, Kevin Wiehardt of WIRC, Dick Reid (7:07 p.m.), Dan Gibb (7:20 p.m.) and Nancy Hull (8:20 p.m.). Absent - Trustee - Bob Onion.

After regular reports were read and approved, Treasurer Gloria Jones explained the Ball Park Fund deficit. She requested to transfer funds from the General Fund to the Ball Park Fund as needed. Dale Allenbaugh moved to allow Treasurer Gloria Jones transfer funds from the General Fund to the Ball Park Fund as needed Roll was called and all approved.

Rob Randall was present and asked if the Village was on the Internet? The Frontier telephone bill had a $100.00 charge for the Internet. The Village advised Rob that the Village is not on the Internet. Randall will call Frontier and question this charge.

Dick Reid advised the Board that playground equipment has been installed at Reid Park and plans are for additional equipment. Reid asked if the lights were shut off if the power bill would be less.

Dan Gibb asked the status of forming the Parks Committee.

Kevin Wiehardt of WIRC was present to determine the target area for the Housing Rehabilitation Project. The proposed target area is from Church Street (Route 94) west to include both sides of West Street and from Highway 34 north to Arthur Street. In addition, an area east of Church Street from Highway 34 to Lincoln Street. Daryl Forbes moved the area described be submitted as the proposed target area, seconded by Louise Webb. Roll was called and all present voted Yes.

Wiehardt explained the Technical Assistant Agreement with WIRC to prepare the application and conduct the survey. Heather Louck will assist in the survey. The cost of this agreement is $750.00 The Village has a possibility of receiving approximately $400,000.00 for Rehab for 13 to 14 homes. If the application is not approved, WIRC will try again next year for free. Daryl Forbes moved the Village sign the Technical Assistant Agreement with WIRC for $750.00, seconded by Marilyn Evans. Roll was called and all present voted Yes.

President Janet Monville read a Resolution of Support and a Resolution of Commitment of Funds for the Housing Rehabilitation Project. Gloria Minard moved the Resolution of Support be approved as read and seconded by Marilyn Evans. Roll was called and all present voted Yes. Daryl Forbes moved the Resolution of Commitment be approved as read and seconded by Louise Webb. Roll was called and all present voted Yes.

Reports:

Ball Park - President Janet reported for Bob Onion - The ball park lights go out when used and the night light is out and possibly disconnected.

The Board discussed the outfield signs to be sold as advertising. The Board discussed the price and for what period of time. Fifty signs will be available. Dale Allenbaugh will advise Community Unit 115 of this project. President Janet Monville asked for this project to be tabled until next month.

Louise Webb reported that Bob Onion advised her that he called the Illinois Highway Department and asked about shaving the bank at West Street and Highway 34.

Marilyn Evans updated the Board of the Heritage Trail plans. The parade will be on September 25, 2004 at 10:00 a.m. Evans asked if the Village would allow craft booths to be set up in Biggsville. One location would be on the Craig/Cameron property either the vacant lot or under the canopy.

Marilyn Evans reported the Street Dance will be Saturday, October 2, 2004 from 6:00 p.m. to 11:00 p.m. The Street Dance will be a free will donation.

Marilyn Evans asked the Board if the Village would donate to the Heritage Trail Parade as it has in the past. Daryl Forbes moved the Village donate $200.00 to the Heritage Trail Parade, seconded by Louise Webb. Roll was called; Allenbaugh Yes, Evans Abstain, Forbes Yes, Minard Yes, and Webb Yes.

Gloria Minard moved the Heritage Trail vendors be allowed to set up in the designated area within the Village for free, seconded by Louise Webb. Roll was called and all present voted Yes.

Marilyn Evans reported the Boy Scouts are serving breakfast in the Community Building on Saturday morning, September 25, 2004.

Nancy Hull commented on the Street Dance. Residents will be asked to bring lawn chairs. Hull asked if the Community Building tables and chairs could be used outside of the building. Daryl Forbes moved to leave the Community Building open and at the disposition of the Street Dance Committee on how it will be used, seconded by Gloria Minard. Roll was called and all present voted Yes.

Lights - Marilyn Evans - Evans will report the power line is in the tree on Lincoln Street near the Richard Goff residence.

Streets - Nancy Hull asked when the drop box in front of their property will be installed. Dale Allenbaugh said this project was submitted as a 2003 project and he will ask when this will be completed. Hull said the ditch needs to be tapered on the north side of East Main Street.

It was reported that a drop box cover in Worthy Acres is being removed and left uncovered presenting an unsafe condition. Dale Allenbaugh stated a letter needs to be sent to the residents of Worthy Acres notifying them about this matter and that the Village is working to solve this problem. In the meantime please notify the authorities if you see this activity. Violators will be prosecuted.

Dan Gibb asked if the restroom at the ball park will be open for 24/7 or for a limited time. The Board discussed this issue. Daryl Forbes said he does not want to leave the ball park restrooms open because of vandalism. President Janet Monville requested this matter be tabled for the Parks Committee to decide.

Finance and Budget - Daryl Forbes - The Water and Sewer Rates Committee met once and will meet again on September 14, 2004.

New Business - President Janet Monville reported the Alice Pearson property has been sold and this property does not have Village water. The water line will need to be tapped into for water service. A "T' was installed for the sewer to be connected to. The Village will work with the owner to have these connections made.

Old Business -

Stout property - Janet Monville reported that court has been set for October 23, 2004 on the Stout property at the Henderson County Courthouse. The Judge granted permission to demolish the building after 30 days unless they get an Attorney and reconvene in court.

President Janet Monville read the McClure Engineering Services Agreement for the Water Quality Project. Services cannot be completed until the Environmental Assessment is approved. Gloria Minard moved the Village of Biggsville approve the McClure Engineering Services Agreement for $19,100.00 for the Water Quality Project pending approval of the Environmental Assessment. Also, Hancock County needs to be changed to Henderson County in the agreement. This motion was seconded by Dale Allenbaugh. Roll was called; Allenbaugh Yes, Evans Yes, Forbes No, Minard Yes and Webb Yes.

President Janet Monville read the WIRC Contract for the Water Quality Project. This contract is not-to-exceed $15,940.00 for the term of the grant and is to be billed in four installments. This contract is for preparing the Grant. Daryl Forbes moved the Village sign the Contract with WIRC for the Water Quality Project, seconded by Marilyn Evans. Roll was called and all present voted Yes.

President Janet Monville reported that Vicky Douglas has quit the job of straightening up the Recycle Bin. Janet Monville said she would like the job for the same pay of $80.00 a month. Louise Webb moved that the Village hire Janet Monville for $80.00 per month to straighten the Recycle Bin, seconded by Gloria Minard. Roll was called and all present voted Yes.

Dale Allenbaugh said the Village has pumpkins for free next to the Recycle Bin.

Louise Webb asked if the oven could be fixed in the Community Building. Janet Monville will make arrangements to have it fixed.

9:43 p.m. the Board closed the Regular meeting and went into Executive Session.

9:55 p.m. the Board closed Executive Session and returned to the Regular Meeting.

The next regular meeting will be on Wednesday, October 6, 2004 at 7:00 p.m. at the Biggsville Community Building. Meeting adjourned at 9:55 p.m.
