Village of Biggsville Minutes

October 6, 2004

Biggsville Village

At the regular Biggsville Village board meeting, Rev. Richard Johnson representing the Biggsville United Presbyterian (U.P.) Church Trustees asked permission of the Village of Biggsville to lay a drain pipe and fill in the ditch on Valley Street at the U.P. Church parsonage.

All work will be done on Village property and the drain will connect to the existing culvert pipe for drainage. The Biggsville U.P. church will pay all costs. This project may be performed this fall depending on the weather.

Dale Allenbaugh moved the request of the Biggsville U.P. Church be approved with Jeff Lant of the Village overseeing the project. All voted Yes.

The Street Dance was reported by Rev. Richard Johnson as a huge success with approximately 100 people at the dance. The concessions reported they all did well. Twenty-nine Biggsville area businesses were contacted and most of them contributed. Johnson thanked the Village for the use of the Community building and support.

Clerk Frank Jones asked if the Ball Park Fund could be closed. It was decided to keep the Ball Park Fund open.

Village Reports

BALL PARK: In regards to the Village's Ball Park, Bob Onion and Dale Allenbaugh attended the Unit 115 School Board meeting. They discussed the ball park restrooms and the idea of placing signs in the outfield. Bill Allaman was assigned representing Unit 115 for all ball park concerns.

Bob Onion discussed installing lights by the restroom doors. He also said the night light would be hooked up by Friday, October 8.

Onion commented on the restroom hours. They should be open during the day and he would take the responsibility to see to it the doors are unlocked in the morning and locked at night. Janet Monville said that there is no law that requires restrooms to remain open.

Streets: Bob Onion reported that the Illinois Highway Department will cut the weeds at Highway 34 and West Street but not shave the bank back at this time.

Public Relations: Trick or Treat will be October 31, 2004 with a weiner roast at the ball park from 5:00 p.m. to 6:00 p.m. followed by Trick or Treat from 6:00 p.m. to 8:00 p.m. Gloria Minard will order the food and Gloria Jones the cider. Jeff Lant will be responsible for the fire.

Streets: Dale Allen-baugh talked with Allen Ferguson and hopefully the remaining projects will be completed in 2004. The CY2005 Motor Fuel Tax list needs to be submitted in January 2005.

Parks & Equipment: President Janet Monville has appointed the following to the Parks Committee: Nanci Sterett, Dick Reid, Bob Onion, Richard Johnson, Dale Allenbaugh, Jamie Allenbaugh, Marilyn Evans and Dan Gibb.

Water: Frank Jones reported the Water Quality Report had been mailed.

Zoning Board: Bill Leonard advised the Board the Glen Olson variance to bring in a 12 year old trailer was approved with provisions. Attorney Ron Stombaugh will send a letter to Olson with the stipulations spelled out. Olson has 30 days to respond to the Village letter mailed on September 20, 2004, or the variance will not be allowed. Stipulations are; the old trailer must be removed and the floor fixed on the trailer being moved in.

Old Business

President Janet Monville reported that the purchase of the Bundy property had transpired. The Village owns the well and one trailer. WIRC will set the guidelines for relocation. Two properties will require water when available.

The time for filing anything for the Stout property and expired. Attorney Ron Stombaugh will check if anything has been filed.

President Janet Monville reported the tax sale of Village property Lots 6,7, and 10. The owner will file for money to be returned and sale voided.

President Janet Monville reported The GSI Report for the soil remediation has been filed and hopefully all documents are signed.

New Business

President Janet Monville read the TEST contract for September 30, 2004 through October 1, 2005. TEST will provide the Certified Operator for the Water and Sewer operations for the Village of Biggsville. The cost per month is $424.00. Gloria Minard moved the Village of Biggsville sign the contract with TEST for next year, seconded by Dale Allenbaugh. Roll was called, all voted Yes.

President Janet Monville read a letter from the Henderson County Health Department asking for a donation. Gloria Minard moved the Village donate $50.00 to the Health Department, seconded by Louise Webb.

President Janet Monville was asked by Biggsville Township if the telephone should remain in the Community Building. The Village feels the phone should remain.

Bill Leonard reported on the Biggsville Sesquicentennial. The Committee has met and are in the process of setting the date. The Village was recorded as a Village on October 3, 1855. The original lots were laid out in 1854.

Jeff Lant reported 1) Two Christmas lights need to be replaced. 2) The valves need to be fixed during the water project. Apparently, the valves are not included in the current funding and need to be added or the Village apply for another Grant. As a side note, the EPA may require all fire hydrants be on six inch mains. 3) The Village shed is full and needs more storage room.

The minutes, treasurer's report and bills were read and approved. President Janet Monville presided and the following were present: Trustees: Dale Allenbaugh, Marilyn Evans, Gloria Minard, Bob Onion and Louise Webb. Clerk - Frank Jones. Maintenance Man - Jeff Lant.

Visitors - Bill Leonard, Rev. Richard Johnson and Dan Gibb (7:20 p.m.).

Absent were Trustee Daryl Forbes and Treasurer Gloria Jones.

The next regular meeting will be on Wednesday, November 3, 2004 at 7:00 p.m. at the Biggsville Community Building. Public is invited.

The meeting adjourned at 9:35 p.m. with an unanimous roll call vote.
