Marty Lafary of the Henderson County Board was present at the regular Village of Biggsville Board meeting November 3rd explaining what is happening with the ambulance service within the county.
Each ambulance service will be required to pay half of the insurance costs starting next year. This cost will be approximately $1,900.00 for the Biggsville Ambulance Service.
Don Burns of Rural Development was present advising the Village that the $75,000 Loan had been approved for the Water Quality Project.
Mr. Burns asked the Village to send a letter to Rural Development advising them that funds were not available and that the Village cannot obtain funding from other lending organizations for reasonable rates and conditions. President Janet Monville will send the letter.
Don Burns read the letter of conditions dated October 1, 2004 explaining the application for a loan from the Rural Utilities Services administered by the USDA Rural Development. This loan will be payable over a period of 20 years. Gloria Minard moved the Village sign the following:
The motion was seconded by Marilyn Evans. Roll was called and all present voted Yes.
Richard Johnson of the Biggsville Parks and Recreation Committee passed out a copy of the minutes of November 1, 2004 meeting.
Mentioned in the minutes were the need for park boundaries and to develop a scheduling process for park usage. Their next meeting is November 29, 2004 at the Community Building.
The Parks Committee had the large tree removed from Reid Park that was damaged costing $350.00. The board voted to reimburse Dick Reid for the cost after it was motioned by Dale Allenbaugh to pay for the tree removal and check with the insurance company for coverage on issues like this, seconded by Bob Onion. President Janet Monville will check on the insurance.
Reports
Ball Park - Bob Onion reported the lights still go out when the weather gets cooler. The bathrooms have been winterized and locked.
Streets - Dale Allenbaugh stated the new water plant road needs to be added to the MFT Wish List.
Marilyn Evans reported the sidewalk at Muriel Oaks needs repaired.
Dale Allenbaugh asked Jeff Lant if the equipment was ready for winter and if salt is available. Jeff Lant asked for the switch to be repaired on the salt box.
Jeff Lant asked for help to put up the Christmas lights on the Saturday after Thanksgiving.
Water - Jeff Lant expressed the need for new valves for the water mains. This was not included in the Water Quality Project but needs to be done at this time. Jeff Lant asked permission to exercise all 42 valves to determine how many need to be replaced. To accomplish this, Lant requested the Village hire extra help. McClure Engineering will estimate the costs of replacing the bad valves once determined. Bob Onion moved the valves be exercised and the Village hire extra help at $8.00 per hour, seconded by Gloria Minard. All voted Yes. This needs to be done as soon as possible.
Jeff Lant also recommended the meter boxes be replaced with this project.
Old Business
President Janet Monville reported that Glen Olson needs more time on his trailer variance request. No action was taken.
Sesquicentennial - Bill Leonard reported that committees are being formed and meetings set-up for the June 9, 10, 11 and 12, 2005 Sesquicentennial events. Leonard presented a brief overview of events. Leonard asked the Village Board if they would do a fund raiser. The Board decided on a buffet style breakfast on February 12, 2005. Marilyn Evans moved the Village plan a breakfast on February 12, 2005 in support of the Biggsville Sesquicentennial, seconded by Bob Onion. All present voted Yes.
President Janet Monville reported on the Stout Property. Thirty days have passed and the Village has not heard from any defendants for legal representation. This means the Village may proceed to demolish said property if they choose to do so. If anyone is interested in demolishing an old house please call President Janet Monville.
Community Development Grant - Heather Louck has conducted the survey for most of the 88 houses that are included in the block area.
President Janet Monville reported that she sent a letter to the Illinois Highway Department asking for the corner to be cut back at Highway 34 and West Street in Biggsville.
President Janet Monville reported that she is waiting on WIRC to schedule a meeting for those involved in the Bundy property and relocation issue.
New Business
Clerk Frank Jones passed out copies of the annual audit to be reviewed and approved next month.
The question has been asked, "Are Gibb's Convenience Store and the Biggsville Township in the Village limits?" The answer is No.
President Janet Monville read a letter from Raymond Cavanaugh of the Henderson County Animal Control Committee asking if the Village is interested in signing a contract with Henderson County for $50.00 per month for animal control services. Bob Onion moved not to enter into an agreement for animal control for $50.00 per month, seconded by Dale Allenbaugh. All present voted Yes.
The next regular meeting will be Wednesday, December 1, 2004 at 7:00 p.m. at the Biggsville Community Building. The meeting be adjourned at 9:55 p.m.
