Dickie Goff was present this month with ideas for members of the Biggsville Village Board regarding the ongoing ball park project.
At the March 3rd meeting, Goff, representing the Midget and Pee Wee baseball teams, spoke in behalf of the Biggsville Baseball Association.
He asked if the village had finalized plans for the baseball restroom project and if not, he would like to present plans and ideas of the baseball coaches and fathers.
Initially the Baseball Association wanted to build better dugouts and when they heard that the village also wanted to make improvements, ideas started to surface.
The baseball team would like to see a two story building directly behind the home plate fence that would house a scorer's box, concession stand, and bathrooms.
This building would be a two story 18 foot by 16 foot steel structure with rollup doors and would be constructed with volunteer labor. Brian Clark has drawings for this project.
Goff said if the village is interested in these plans, the Biggsville Baseball Association would donate $1,000 and that the Girl Scouts may also contribute.
After discussing this new idea, Bob Onion moved to proceed with the idea and plans submitted by Dickie Goff. It was seconded by Louise Webb.
The Baseball Association will work with Bob Onion on this project.
President Monville reminded the board members that donations are still needed to reach our goal of $20,000 and that the board needs to move quickly to have this structure built for the upcoming baseball season.
Daryl Forbes reported that the Community Building ceiling tile project is complete and the village would like to thank all that helped: Daryl Forbes, Jim Smith, Darrell and Carol Elsea, Jim Work, Mark Shafer, Russell Liston, Louise Webb, Marilyn Evans, Cody Evans, Frank and Gloria Jones, Jamie Allenbaugh, Raymond West, Janet Monville, and David Hill.
Gloria Minard will coordinate the trash pick-up for this year.
Bills were read by the clerk and moved by Daryl Forbes the bills be paid as read except the Hattery, Simpson & West bill for $135. The village will only pay $37.50. William Leonard will pay $37.50 and the remaining $60 will be discussed with Ron Stombaugh. This motion was seconded by Gloria Minard that orders be drawn on the treasury for the same. Roll was called and all voted yes.
President Monville read a letter from Bi-County Insurance requesting their water shut-off be made accessible. It is located in the street. The village will investigate alternatives and cost.
President Monville read Ordinance No. 426, an Ordinance Disconnecting Certain Described Territory from the Village of Biggsville. This petition was filed by William A. Leonard and Emily Jean Leonard. Marilyn Evans moved the petition be granted, seconded by Dale Allenbaugh. Roll was called and all voted yes.
Rev. Richard Johnson was present and thanked the village for their support of the Economic Development Corporation (EDC). Johnson mentioned the old wells could be a very important in-kind consideration in their efforts.
The EDC Board of Directors meet at 7:00 p.m. on the 2nd Thursday each month and an open meeting is every 4th Thursday at 7:00 p.m. Meetings are held at the Gladstone Health Department.
Rev. Johnson also advised the village of the Hill & Hollow Bike Ride sponsored by the Holy Rollers Bicycle Group of the United Presbyterian Church of Biggsville. This ride will be on Saturday, July 10, 2004 and start and end at the Biggsville ball park. All proceeds will go to the American Cancer Society.
President Monville reported that the village attorney sent Mr. Ron Stout a letter requesting he attend the village meeting in March. The village is questioning if this property can be restored. If this is not resolved, the village will continue with the condemnation. The letter that was sent had an incorrect date of the village meeting. Monville will ask the village attorney to resend the letter asking Mr. Stout to attend the April 7, 2004 meeting.
President Monville received the revised Ordinance from NOVA Cablevision. The rates have been lowered and a Dish by-back is part of the package. The village has several questions to be answered before signing this agreement. Anyone within the village that is interested in this cable service needs to contact any board member and express their interest.
President Monville received the Grant Alert Bulletin changing the application date for Housing Rehabilitation to November 5, 2004.
Dan Gibb reported the Biggsville Lions Club will make a donation to both parks from their proceeds from their soup supper.
President Monville reported that Chris Johnson wasn't able to straighten the recycle bin because snow was blocking the door.
President Monville will call TEST and inquire just what is happening with water sampling.
Bill Leonard commented that the village needs to have a plan for the future to enable the EDC to encourage growth in Henderson County.
Clerk Jones advised the board that he has received notices from our insurance companies that Terrorism and War are not covered.
The next regular meeting will be on Wednesday, April 7, 2004 at 7:00 p.m. at the Biggsville Community Center.
Daryl Forbes moved the meeting be adjourned at 9:20 p.m. and seconded by Louise Webb. Roll was called and all voted yes.

President Monville opened the meeting by leading the Pledge of Allegiance to the Flag. Roll call was conducted by Clerk Frank Jones.
Minutes of the regular meeting were read by Clerk Frank Jones and approved as read. Gloria Jones read the Treasurers report which all approved.
