Rusty Water Upsets Biggsville Water Customer; Trash Day is June 19th

June Board Meeting

Kathie Curtiss was present June 2nd for the regular Biggsville Board meeting with a bottle of rusty water and asked the Village what they were going to do if she didn't pay her water bill.

Curtiss is on a water line end and apparently there is no place for the rust to go. Jeff Lant has flushed the mains and will flush Worthy Acres monthly.

The Village is hopeful the new wells will help with this problem.

Bill Leonard asked if the hole in the street going to the Library could be filled. Jeff Lant will fill the hole.

Dan Gibb reported that people are at the Reid Memorial Park at the early hours of the morning. Dale Allenbaugh moved that signs be posted, that the park is closed at 10:00 p.m. on Sunday through Thursday and closed at 12:00 a.m. on Friday and Saturday seconded by Bob Onion. Roll was called and all present voted Yes.

Dan Gibb requested the alley south of the Village maintenance shed be closed from Water Street to Valley Street. Plans for future park improvements are; swinging bridge, play ground equipment, water fountain, restroom and Memorial benches and tables.

Dan Gibb requested trash bags for the Reid Memorial Park.

Dan Gibb reported surface water is still causing a problem on Irhmal Gibb's property. Water is washing out the dirt on the newly installed pipe. Gibb asked if a drop box could be installed. Dale Allenbaugh will check into this.

Dan Gibb reported that the main sewer line is leaking near Gibb's Station. This has been discussed with Eric Moe of McClure Engineering and he isn't sure what is wrong.

Daryl Forbes suggested to video the pipe. Dale Allenbaugh will discuss this with President Janet Monville.

Bob Onion reported the Ball Park project is progressing and the concession stand should be completed within the week.

Plans are to purchase a litter mix for the ball field and sod laid by the dugouts.

The Board discussed if the Village had any Community Service Projects.

Clerk Frank Jones will have the new structure at the ball park added to the insurance policy.

The Board discussed Trash Day scheduled for Saturday June 19th from 7:30 a.m. till noon or until four dumpsters are filled. The Board is limiting the number of dumpsters because of the cost.

Bob Onion moved that only four dumpsters be rented for Trash Day seconded by Dale Allenbaugh. Roll was called and all present voted Yes.

Dale Allenbaugh reported the sidewalk bridge going to Worthy Acres needs fixed. Dale Allenbaugh will check if a culvert needs to be installed.

Glen Olson has offered to allow the village to shave off the dirt on the corner by the old lumber yard for better vision.

A request was received form the Senior Citizens' Housing to have the ditch on the east side filled. Dale Allenbaugh will look into this.

Jeff Lant reported the water mains will be flushed, Tuesday June 8th.

Marilyn Evans reported the papers have been served on William Stout and plans are to proceed with condemning this property.

Marilyn Evans reported that several residents have asked that information be sent to them for the Housing Rehabilitation Program.

Marilyn Evans reported the Village of Biggsville has received word that the Grant for the Water Quality Project has been awarded amounting to $227,000.00.

Marilyn Evans reported the Village has received a letter from the EPA about the gas tanks that were removed from behind Craigs/Cameron. McClure Engineering will check into this and hopefully finalize this site remediation.

Muriel Oaks requested the Village repair her sidewalk damaged last fall. The sidewalk is approximately 10' long and 2 1/2' wide. Dale Allenbaugh will check into this.

Clerk Frank Jones read Ordinance #429, Prevailing Wages for 2004. Dale Allenbaugh moved Ordinance #429 be approved as read, seconded by Daryl Forbes. Roll was called and all present voted Yes.

Clerk Frank Jones discussed the Tax Appropriation Ordinance #430 for FY2004/05 and Tax Levy Ordinance #431 for FY2004/05. Daryl Forbes moved that Tax Appropriation Ordinance #430 totaling $473,300.00 for all funds, General, Water, Motor Fuel Tax, and Sewer, (Including $300,000.00 for the Water Quality Project) for the period May 1, 2004 through April 30, 2005 be approved, seconded by Louise Webb. Roll was called and all present voted Yes.

The next regular meeting will be on Wednesday July 7, 2004 at 7:00 p.m. at the Biggsville Community Building.

The meeting was adjourned at 9:25 p.m.

Maintenance Man- Jeff Lant. Visitors- Heather Louck, Bill Leonard, Kathie Curtiss, and Dan Gibb. Absent was President Janet Monville, and Trustee Gloria Minard

Trustee Marilyn Evans opened the meeting by leading the Pledge of Allegiance to the Flag.

Roll call was conducted by Clerk Frank Jones.

Minutes of the regular meeting were read by Clerk Frank Jones. Daryl Forbes moved the minutes stand approved as read and seconded by Louise Webb. Roll was called and all present voted Yes.

Gloria Jones read the Treasurer's Report. Louise Webb moved the Treasurer's Report be approved as presented and seconded by Dale Allenbaugh. Roll was called and all present voted Yes.

Bills were read by Clerk Frank Jones. Bob Onion moved the bills be paid as read and seconded by Louise Webb that Orders be drawn on the Treasurer for the same. Roll was called and all present voted Yes.
