Biggsville Hears Of Water Improvement Costs To Village

The Biggsville Village Board met in regular session July 7th.

Laverdiere Construction did not detect any sewer problem near Gibb's Convenience Store. The Village was advised when flushing the water hydrant near this location to run the water into the sewer.

Eric Moe of McClure Engineering presented the Village of Biggsville the proposed Engineering Agreement for design, bidding, and construction services for the water Quality Improve Project. This agreement will cost $19,100.00. This agreement is subject to both CDAP and Rural Development requirements. Execution of this agreement must be delayed until the Environmental clearances are received.

Eric Moe suggested the apartments in Biggsville have a water supply for each resident. The apartment owner is responsible to lay the line from the street. Also, this project does not include abandoning the existing wells.

Don Burns of Rural Development was present. Burns said the Environmental Evaluation has been completed but needs published. President Janet Monville will publish this notice and furnish a certificate of publication to Rural Development.

Don Burns said the Sewer Project has $38,000 remaining and will start the deobligation process to close this project.

Don Burns recommended the village purchase the Bundy property before the option expires. He also suggested the $75,000 loan be set up for 40 years. The loan money is spent after the CDAP funds on this project.

Village Attorney Ron Stombaugh also suggested the village purchase the Bundy property for the agreed to price before the option expires on September 30, 2004.

Gloria Minard moved the Village exercise the option on the Bundy property with the closing date of August 2, 2004, seconded by Marilyn Evans.

Roll was called; Allenbaugh- Yes, Evans- Yea, Forbes- Yea, and Minard- Yea. Attorney Ron Stombaugh will exercise the option.

Attorney Ron Stombaugh reported he hasn't heard from William Stout or Frank Olson concerning the condemnation of the Stout house.

Frank Olson had called much earlier with interest of repairing the property. Stombaugh stated the notice was served on June 5, 2004, and the 30 days to respond has expired. The next step is to proceed with condemning the property.

Daryl Forbes moved the village proceed with ordering the demolishing of the Stout property, seconded by Dale Allenbaugh. Roll was called and all present voted Yes.

Attorney Ron Stombaugh will proceed with the court appearance.

Janet Monville advised the board the village was served a notice of a tax sale of lots 6, 7, and 10 Jamisons Addition for delinquent taxes.

The year 2000 taxes were not paid by New Path Communications for the equipment on said property.

Mr. Douglas Johnson purchased this property. This property is exempt from taxes.

The village was notified for the first time after the property had been sold.

Attorney Ron Stombaugh will clear up the issue.

Dan Gibb asked if the left over sewer money could be used to install the sewer at the Reid Park and Ball Park.

Janet Monville will ask Don Burns of Rural Development.

Janet Monville reported that some work at the ball park was being performed by individuals required to work community service hours.

Frank Jones reported that an additional $1,000 is needed from donations to cover the remaining expenses for the ball park project.

Jones also reported that Dickie Goff has raised some of the money for the scoreboard. Goff said the scoreboard will probably not be installed until next year.

Donations may be made to any Village Board member, Dickie Goff, or at the First State Bank of Biggsville.

Gloria Minard reported that an individual has inquired about placing a trailer on the Hindman lot.

Dale Allenbaugh asked the board members for ideas for the Motor Fuel Tax (MFT) wish list. Allenbaugh said that a couple of items from last year's list are still not completed.

Janet Monville reported she has made several telephone calls about the soil remediation behind Craigs/Cameron.

Dan Gibb asked if the bank on Highway 34 and West Street can be shaved back. Janet Monville will investigate this matter.

Janet Monville assigned Gloria and Frank Jones, Daryl Forbes, and Heather Louck to the Water/Sewer Rate Committee.

The village filled three containers for Trash Day. It was suggested that plans need to be made earlier next year.

Bill Leonard is trying to find a picture of the old fairgrounds south of Biggsville. If anyone has a picture, please contact Bill. In addition, any old business pictures of Biggsville are also needed.

Janet Monville reported that representative from the Housing Rehabilitation Program was scheduled to attend this meeting but didn't show up. Several residents have expressed interest in this project. If you are interest, please contact Heather Louck.

Janet Monville has ordered signs to be posted in the parks.

Dan Gibb also suggested the village form a Parks Committee for future planning for the parks.

Janet Monville reported that she has been asked if Biggsville would support a street dance for Heritage Trail weekend, possibly September 24th or 25th. Insurance for this special occasion will cost $250.00. No motion was made for this dance.

Dan Gibb asked if private funding was made available for the insurance coverage would the board reconsider to have the dance.

Daryl Forbes moved the village will sponsor the Heritage Trail Street Dance in Biggsville if private funds pay for the insurance, seconded by Gloria Minard.

Roll was called and all present voted Yes. Anyone willing to make a donation for this street dance please contact Dan Gibb at Gibb's Convenience Store.

The next regular meting will be on Wednesday, August 4, 2004, at 7:00 p.m. at the Biggsville Community Building. The meeting adjourned at 9:55 p.m.
