Biggsville Solicits Help On Ball Park Restroom Expense

Village Discusses Ordinances and Economic Development In Regular Board Session

President Janet Monville reported that she had mailed 105 letters requesting a donation for the ball park rest room project. Several donations have been received.

The board discussed spending the $500.00 received from Catfish Bend Casino. Daryl Forbes will check on acoustic ceiling tile and light fixtures for the Community Building.

The third reading of Ordinance #424, "Ordinance Regarding Inoperable Motor Vehicles". Section 13 has been changed and approved.

Also, Ordinance #425 an Ordinance providing for the Control of Stray and Vicious Dogs was read and approved with minor changes made.

The board said "no change will be made" to the water ordinance when an existing customer moves into a different house within the village.

Richard Johnson was present representing the Henderson County Economic Development Corporation (EDC).

Johnson passed out a booklet outlining plans for this corporation.

Very simply EDC wants Henderson County to:

Dream Dreams...Realizing Visions...Building The Future.

Johnson asked for the village's support of this effort in the following three ways:

  1. Pass a resolution supporting the purpose.
  2. Provide a representative to sit on the board.
  3. Consider making a 3-year financial commitment to the EDC.

Daryl Forbes moved the village pass the Resolution to support the EDC, seconded by Louise Webb. Motion passed.

President Janet Monville reported she received a revised Advanced Agreement Ordinance from NOVA Communications. No action was taken on this agreement.

Don Burns of Rural Development stated he needed the Archeological Study to complete the Environmental review write up for the Water Quality Project. Eric Moe will check into the matter.

The board discussed if the village needed generators for the sewer lift stations for when the power goes off. Moe suggested the village use the gasoline pump we already have and not install a generator.

Don Burns said it is time to finalize the sewer project and close it. The board discussed replacing the straps, hangers and bolts that are rusting in the lift stations. Eric Moe will order these parts.

President Janet Monville reviewed a letter about handicapped accessible parking.

The Christmas lighting winners for 2003 are: Irhmal Gibb, first place, Dr. and Janet Lindo, second place, Donna Ferguson and Bill and Connie Nichols, third place tie.

Louise Webb will check all the Christmas decorations and see if any need replaced.

Dale Allenbaugh reported that the problem at Irhmal Gibb's isn't bad at all. The dirt has settled and needs topped off and rock will be placed at the end of the pipe.

The plaque received from the Girl Scouts reads:

Girl Scout Troop 6, hereby bequest this playground equipment to the Village of Biggsville and Union School District #115.

This equipment is very nice. The board thanks the girls for all they have done.

Bob Onion will check with the school district for the donation they pledged earlier for the rest room project at the ball park.

The board reviewed the delinquent water bills.

Bill Leonard reported that he inspected the 1992 trailer that Glen Olson requested to replace an older trailer within the village. This trailer is in good shape. Leonard said that he has not heard from Olson requesting an application. The board discussed the trailer being 12 years old and a variance would be required. No action was taken on this matter.

Trustees: Dale Allenbaugh, Marilyn Evans, Daryl Forbes, Gloria Minard, Bob Onion and Louise Webb, Treasurer, Gloria Jones, Clerk Frank Jones.

Visitors: Bill Leonard, Heather Louck, Don Burns of Rural Development, Eric Moe of McClure Engineering and Richard Johnson of Henderson county Economic Development Corporation.

The Pledge of Allegiance to the U.S. flag led by President Janet Monville, roll call by Clerk Frank Jones, minutes of the regular meeting were read by Clerk Frank Jones, and Gloria Jones gaver her Treasurer's report and presented the bills. All were approved.

The next regular meeting will be on Wednesday, February 4, 2004 at 7:00 p.m at the Biggsville Community Building.

Louise Webb moved the meeting be adjourned at 9:55 p.m. and seconded by Daryl Forbes. Motion passed.
