Biggsville Village Board, Ready For Christmas Giving

The Biggsville Village Board met in regular session and President Gloria Minard finalized plans for the giving of the Christmas packages for local Senior Citizens.

Candy and fruit will be sacked on Thursday, December 15, 2004. Gloria Minard will purchase the candy and fruit.

The village will have the annual Christmas Lighting Contest. The judging will be sometime during the week of December 11.

To Demolish House

President Janet Monville reported on the Stout Property. Ben Mohnike expressed interest in tearing down the house on the Stout Property if the Village would furnish a dumpster.

Kevin Shauman has also expressed interest to push it in and burn. Louise Webb will check this out with the Biggsville Fire Department.

Plans are to have the condemned house removed by the end of January.

Ambulance Cost Increase

President Janet Monville explained the Ambulance Insurance.

The Biggsville Ambulance is responsible for the insurance coverage for 2005.

Funds are available for one year, but money will need to be raised for future bills.

Water Quality Project.

President Janet Monville led the meeting through regular business, then recognized Shannon Duncan of WIRC was present for the Water Quality Project.

After a short Executive Session from 7:19 p.m.-7:38 p.m. the board heard President Janet Monville read the Water Quality Project bills:

It was unanimous to pay the bills and Shannon Duncan of WIRC will issue the checks and send to the village for signing.

Other Business

Richard Johnson of the Biggsville Parks and Recreation Committee passed out a copy of the minutes of the November 29, 2004 meeting and the Sesquicentennial Committee Report.

The regular meeting of the Biggsville Parks and Recreation Committee will be the last Monday of each month at the Community Building.

Lester Blake was present suggesting the need for a parking lot for tractor trailers within the village. The board discussed this suggestion and not having a lot available tabled this request.

Reports

Ball Park - Bob Onion reported that seven trees will be planted next week. Onion added he will need at least 10 gallons of water for each tree and the water has been winterized at the ball park.

Health -Dale Allenbaugh is concerned with the number of cats within the village and wondered if anything could be done. Cats are not registered therefore an ordinance would be hard to enforce.

Old Business

Zoning -Janet Monville reported that Glen Olson has requested an extension until April 1, 2005 to move his trailer to enable a different trailer to be placed.

The Zoning Board recommended that the village grant to Glen Olson an extension to remove the trailer until April 1, 2005. Roll was called: Dale Allenbaugh, yes; Marilyn Evans, yes; Daryl Forbes, yes; Gloria Minard, yes; Bob Onion, yes and Louise Webb, abstain.

President Janet Monville had a copy of the Community Development Grant applications for the board members to review.

New Business

Clerk Frank Jones presented the Village Audit Report for fiscal year May 1, 2003 through April 30, 2004 as audited by Blucker, Kneer and Associates, LTD. All voted to approve the report.

The next regular meeting will be on Wednesday, January 5, 2005 at 7:00 p.m. at the Biggsville Community Building. All meetings are open to the public. The meeting was adjourned at 9:15 p.m.
