Biggsville Village Board

-from minutes of the regular meeting, August 4, 2004.

The Biggsville Village Board met in regular session with President Janet Monville presiding.

Nanci Sterett reported that she had some money for the swing set and spring mates for Reid Park, but that the Corporate needed to have a formal waiver stating that GE will not be liable for any accidents that may happen on the equipment. (GE will not be liable because of being the ones to install the equipment.)

Gloria Minard made a motion that ELFUN Organization can come to Biggsville at Reid's Park and set up the play equipment where Nanci Sterett would like the equipment to be placed. Motion was seconded by Daryl Forbes. Roll was called and all present voted Yes.

Glenn Olson wanted a variance for a Mobile Home removal and for a new Mobile Home to be moved in. Bill Leonard explained the procedures for a variance. The proper procedures are a written request needs to be made to the board and a fee needs to be paid.

Kevin Wiehardt reported on the Grant funding from WIRC Housing. He informed the board that they would need to set a target area and then a public notice would need to be published 7 days before any meeting was to take place to inform the residents of the Village. Meeting was set for August 25, 2004 at 6:00 p.m. for the Residents of the Village to be informed of the Grant and what it entails. Public Notice will appear in the Hancock/Henderson Quill. The water list needs to be given to WIRC to send residents of Biggsville a notice to attend.

Ball Park - Bob Onion reported on the status of the construction to the ball park. They are still unfinished but getting close to being done. It is believed that there is a shortage of funds for construction on the park.

Health - Marilyn Evans wanted to report that there is still a leak in the restroom.

Zoning Board - Bill Leonard reported that he had two requests for variances. One was from Randall Anderson for a variance on Hindman's Mobile Home and another for Glenn Olson for a variance on a Mobile Home. Mr. Leonard also reported that all fees had been received.

Trash Bash - Marilyn Evans has a question on if the Village had entered into an agreement with Tom Edmonds to haul appliances for a fee of $50.00. It was looked up in the previous notes and nothing was found to support Mr. Edmonds' claim that there was an agreement of any sort.

Bundy Property - Janet Monville reported on the update of the purchase to buy on the Bundy Property. Janet stated she was going to get a hold of Attorney Ron Stombaugh to help with the new concerns.

Heritage Trail Street Dance - Funding for the Insurance for the Street Dance has been raised but there is a conflict with September 25, 2004 for the dance. Union/Southern Homecoming is that night. Another night is being discussed.

Bill Leonard would like to have any old pictures of the Village of Biggsville for his collection on the Village history. Bill also stated that the book on the churches of Biggsville is complete and available at the Library for a fee.

A Parks Committee was discussed with possible names being submitted. There will be an update at a later time.

Heather Louck would like to have the list of names of the Village residents who are on the water and sewer committee for a meeting on August 10, 2004.

Janet Monville gave an update that court was set for August 23, 2004 on the Stout property at 2:45 p.m. at the Henderson County Courthouse.

Janet Monville reported that Attorney Ron Stombaugh has been in touch with Don Johnson concerning the tax sale issue with Newpath.

There was no old business.

In New Business, the Webb property needs mowed.

The next regular meeting will be Wednesday, September 1, at 7 p.m. at the Biggsville Community Building.
