At the September 3rd regular board meeting of the Village of Biggsville, President Janet Monville and the board accepted a proposal to construct a shelter as a memorial to Rick Reid.
Dan Gibb presented the proposal as follows:
1. The transfer of property from Glen and Kathy Olson which was purchased by Richard Reid to the Village of Biggsville to be used as park expansion.
2. The fund will pay specifically for construction of this shelter house, complete with electric service. This shelter will be located partially on the property above, and the Village's adjoining property.
3. Any monies left in said memorial fund will be used as decided at a later date by the Trustee, Richard Reid. Plans include playground equipment, basketball court, and bathroom facilities, depending on funds available.
4. The Proposal requests that permission be given to place a plaque on the shelter with Rick Reid's name on it.
With the continued generosity of the people of Henderson County, this project should be finished within a year. All donations should be sent to Richard Reid, Trustee for the Rick Reid Memorial Fund.
Daryl Forbes moved the Village of Biggsville grant permission for the shelter to be erected as a Memorial to Rick Reid, seconded by Louise Webb. Roll was called and all Trustees voted Yes. President Janet Monville will sign the Proposal as prepared.
After the approval of minutes and bills, and the Treasurer's report, Bob Onion reported that he is waiting on bids for the rest room project at the ballpark.
There is a need for this project and the Village will need to work hard to raise the funds. It was discussed what are the requirements of the IHSA when constructing rest rooms, in addition to what are the requirements for a public restroom.
Dan Gibb asked what problems did Kirkwood encounter when they constructed their building. Dale Allenbaugh will contact Kirkwood.
Dan Gibb asked if the lights for the basketball court could be fixed. Daryl Forbes moved to fix the lights and timer for the basketball court, seconded by Gloria Minard. Roll was called and all present voted Yes. Jeff Lant will call and have the lights fixed.
Daryl Forbes asked if the Village could level the dirt and cut the weeds behind the Fire Station. Daryl Forbes will contact Jon Curtiss and have Jeff Lant level the dirt.
President Janet Monville reported that Jeff Lant said the new mower is very nice.
President Janet Monville reported on the Illinois EPA water audit. The Village needs to install a backup electrical system. In addition, the Village needs to pass a Backwash Ordinance.
Daryl Forbes discussed the need for the Village to hire someone to turn on and shut off water; and what is the chain of whom to call for this service.
Daryl Forbes moved to authorize a representative to turn on and shut off water in the absence of the Village Maintenance Man.
The chain for calling for water service to be turned on or off is Jeff Lant, Janet Monville and Daryl Forbes.
This motion was seconded by Marilyn Evans. Roll was called and all present voted Yes.
Gloria Minard mentioned that the Village needs to know at least two days in advance for water service to be turned on or off.
The Board of Trustees reviewed delinquent water and sewer bills.
President Janet Monville reported on the Stout property that needs mowed and cleaned up. The Board instructed President Monville to place a lien on this property.
Linda Claybaugh was present expressing her concerns for snow removal this winter. She requested the snow plow go slower and not plow gravel so far into her yard.
Claybaugh also expressed her feelings for closing the burn pile and what it would take to have it reopened.
The Board will look into the snow plowing request, but the decision to close the burn pile will remain.
Marilyn Evans advised the Board of the Heritage Day Parade scheduled for Saturday, September 27, 2003, and asked if the Village would make a donation as in the past.
Daryl Forbes moved the Village donate $200.00 to the Heritage Day Parade Fund, seconded by Bob Onion. Roll was called and all present voted Yes.
Bob Onion reported of complaints of 4-wheelers being driven within the Village.

Treasurer - Gloria Jones; Clerk - Frank Jones; and visitors - Linda Claybaugh and Dan Gibb (7:20 p.m.), Heather Louck (7:50 p.m.), and Bill Leonard (8:45 p.m.).
The next regular meeting will be on Wednesday, October 1, 2003 at 7:00 p.m. at the Biggsville Community Building. The meeting adjourned at 9:30 p.m.
