Village of Biggsville 

November 5, 2003 Minutes

The Board representing the village of Biggsville met in regular session on November 5, 2003 with President Janet Monville presiding and the following were present: Trustees-Dale Allenbaugh, Marilyn Evans, Daryl Forbes, Gloria Minard, and Louise Webb. Absent Bob Onion. Treasurer-Gloria Jones. Clerk-Frank Jones. Visitors-Bill Leonard, Greg and Donna Fulkerson of TEST, Dick Reid (7:25 p.m.), and Heather Louck (7:30 p.m.).

President Janet Monville opened the meeting by leading the Pledge of Allegiance to the flag.

Roll call was conducted by Clerk Frank Jones.

Minutes of the regular meeting were read by Clerk Frank Jones. Daryl Forbes moved the minutes stand approved as read and seconded by Marilyn Evans. Roll was called and all present voted yes.

Gloria Jones read the Treasurer's Report. Marilyn Evans moved the Treasurer's report be approved as presented, seconded by Gloria Minard. Roll was called and all present voted yes.

Bills were read by the clerk and Louise Webb moved the bills be paid as read and seconded by Marilyn Evans that Orders be drawn on the Treasurer for the same. Roll was called and all present voted yes.

Greg Fulkerson of TEST was present asking if the Village had anything for him. The village asked his assistance on testing the ISD Flow Rate per fire hydrant as requested by the Biggsville Fire department for insurance coverage. The test will be made next week.

President Janet Monville received a letter from the Illinois Pollution Control board about installing new water mains. Greg Fulkerson will contact McClure Engineering on how this pertains to the new water mains required for the new wells.

Greg Fulkerson explained the new requirement for notifying water customers every 90 days because of Radium in the water supply. Fulkerson will get back with the village on this matter.

Fulkerson also stated the EPA requires the Village of Biggsville to have an Anti-Siphon Ordinance. Clerk Jones furnished Fulkerson a copy of the ordinance. Fulkerson will review the ordinance to see if it needs updated.

Greg Fulkerson will also review the set back requirements for wells and advise if an ordinance is required.

The village asked why the alarm goes off in the lift station. Fulkerson said the hangers need replaced to prevent this malfunction Also, the grease needs to be removed from the lift stations.

Marilyn Evans reported that she and Dick Reid met with an Illinois Power Engineer on the best solution for installing lights at the basketball court and shelter house. Evans reported several options. Daryl Forbes moved the village install night lights for the basketball court and shelter house. In addition, a meter box be installed for lights in the shelter house, seconded by Louise Webb. Roll was called and all present voted yes. Marilyn Evans will contact Illinois Power.

The board discussed a fee for using the shelter house to defray costs.

President Janet Monville asked the board for tasks for Jeff. One task is to winterize water shut-off pits.

Gloria Minard stated the new mower is outside and needs to be stored inside. Daryl Forbes said the Wards mower is not used and should be sold. Forbes will check out the mower.

Gloria Minard reported that more adults than kids attended the Halloween wiener roast.

President Janet Monville asked the board to review a letter to be sent to businesses asking for donations for the ballpark improvements project. Monville will rewrite the letter.

President Janet Monville reported the lights at the ball park went out during the wiener roast.

Dale Allenbaugh reported on the MFT projects. The safety rail near the recycle bin has been installed, the U-turn on Main Street black topped and rock laid by the bridge.

President Janet Monville reported that Ron Kahl was hooking on to the sewer.

President Janet Monville passed out an Ordinance Regarding Inoperable Motor Vehicles. The board discussed the first reading and will make changes for the next meeting. This ordinance has a fee for demolition derby vehicles and race cars.

President Janet reported that the Zoning Board will have an Ordinance pertaining to vicious dogs at the December meeting.

President Janet Monville reported that NOVA Cable now has high speed Internet access. Monville will inquire about the price for this service package.

President Janet Monville asked the board for community service tasks that would benefit the Village.

The board discussed Housing Rehabilitation for Biggsville. This type of a grant is available through WIRC. This grant covers several types of home improvements. President Janet Monville will invite WIRC to attend a meeting on this subject.

Daryl Forbes said the Christmas lights need to be installed after Thanksgiving. Jeff Lant needs to check the lights prior to installing.

The regular meting adjourned at 9:10 p.m. to go into Executive Session.

The Executive Session adjourned at 9:25 p.m. to go back into regular session.

The next regular meting will be on Wednesday, December 3, 2003 at 7:00 p.m. at the Biggsville Community Building,

Louise Webb moved the meeting be adjourned at 9:25 p.m. and seconded by Daryl Forbes. Roll was called and all present voted yes.
