Biggsville Village Board Discuss Water Issue

The Board met in regular session March 5th with President Janet Monville presiding and the following present: Trustees - Dale Allenbaugh, Mark Blindt, Marilyn Evans, and Daryl Forbes;

Treasurer - Gloria Jones; Clerk - Frank Jones.

Absent - Bob Onion and Tony Patlan. Visitors were Heather Louck, Barb Reid, Judy Pitman, Jennifer Hopkins and Lou Boyer (7:20).

After President Janet Monville opened the meeting by leading the Pledge of Allegiance to the Flag, the routine business of minutes, treasurer's report and bills was conducted by Clerk Frank Jones and Treasurer Gloria Jones.

Jennifer Hopkins presented two bills that she had paid late last summer for the blocked drain on their property. One bill was for Viper Vapor Service for $25.00 and the other for David Hill for $35.00.

Daryl Forbes moved the Village reimburse Jennifer Hopkins for the $60.00, seconded by Mark Blindt. Roll was called and all present voted Yes. Gloria Jones will send the bills to Rural Development for approval.

Mark Blindt explained what the Shafer Construction bid for repairing the roof at the Community Building included. Mark Blindt will contact the Biggsville Township to get their approval for the project.

Treasurer Gloria Jones explained to the Board that Community Building costs and receipts are handled by the Village and once a year 1/2 of the net balance is billed to the Township.

Marilyn Evans reported the lights in the Community Building need replaced.

Dale Allenbaugh asked how the Maintenance Man was paid for snow removal. This is included in his salary. Frank Jones reported that the street in Worthy Acres appears to be sinking from where the sewer line was laid.

President Janet Monville will advise Bob Onion to check with Jeff Lant on the light problem with the spreader.

Dale Allenbaugh reported the gutter on the maintenance building at the lagoon has been repaired.

President Janet Monville will have Jeff Lant check to see if the water is off on several empty houses.

President Janet Monville explained the proposed changes to the Water and Sewer Ordinance pertaining to rates. Barb Reid in concerned that the $50.00 turn-on, turn-off fee is too high. Judy Pitman questioned shutting off the water if the bill isn't paid in thirty days.

She was concerned when one is out of town and the water gets shut off. Jennifer Hopkins questioned how will anyone be able to afford living in Biggsville with our water and sewer rates.

Treasurer Gloria Jones explained that water and sewer bills are for the month dated on the card and are NOT billed in advance. This was the second reading and no action was taken at this time.

President Janet Monville discussed the Scott Henry property that was supposed to be torn down. President Monville will contact the Village Attorney to start the process to condemn the property.

Dale Allenbaugh reported that Nanci Sterett asked if the Village could purchase playground equipment. The Board is interested in such a project but is concerned about where to place the equipment. Dale Allenbaugh will discuss this further with Nanci Sterett.

Heather Louck asked if a ÔChildren at Play' sign could be installed in the east end of town. The village is getting ready to order signs and will include this sign.

Clerk Jones mentioned to the Board that he has received requests from all of our insurance carriers asking if we wanted terrorist coverage. No action was taken.

The next regular meeting will be Wed., April 2, at 7 p.m. at the Biggsville Community Building. The meeting adjourned at 8:36 p.m.
