The March 3rd Board Gladstone Village Board was busy in the hour long meeting.
Gladstone resident Terry Bielser inquired of the board about water hook-up to a possible new establishment of a bar in the Sebastian addition. The Board unanimously approved to allow him water hook-up at cost with the stipulation that Bielser pay for the boring under the road.
The Board also approved Bielser's request for a liquor license for his new business. Motion by Chad Furnald and seconded by Jim Hetrick. All voted yes, Byron Sebastian abstained.
Clerk reported receiving copy of notice of violation letter sent by village attorney to Arte Struble in regards to not obtaining a permit for a mobile home moved into the village. Struble has thirty days to comply from the date of the February 17th letter. His failure to comply will result in a penalty of up to $200 a day plus legal action will be taken to have the mobile home removed.
The Village also has an Ordinance #63 requiring that all mobile homes placed within the village limits comply with the national manufactured home construction and safety standards. The red metal label signifies compliance with this act. Each mobile home must also display a yellow seal on the electrical panel box which signifies compliance with other state codes.
Jim Seyman inquired on a section of zoning regarding reconstruction. Clerk Joyce Hetrick reported that Village Attorney Ron Stombaugh stated that current zoning ordinance requires a building permit for reconstruction and if cost is $500 or more.
It was noted that Graham's Tavern has not obtained a permit for inside reconstruction and remodeling to their establishment. Attorney Stombaugh reported that she needs to file an application to obtain a permit or the board can proceed with violation of ordinance charges at a tune of $200 a day.
The 5 member Zoning Board will be meeting on possible proposed amendments to the Zoning Ordinance in the near future, according to Clerk Hetrick. The amendment will deal with lowering the minimum dollar amount allowed for a building/construction permit.
A motion was made by Jim Hetrick, seconded by Jr. Bielser to shut water off extreme delinquent water bill customers with more than two months behind. All approved the vote.
Mayor Don Olson reported on the determination of water test well sites and its ongoing efforts which will be paid by grant funds.
Clerk Hetrick passed around the quarterly water report that was submitted to FHA that was prepared for them.
At 8:05 p.m. the meeting was adjourned. The next board meeting will be at its usually 2nd Monday of the month date- April 14th at 7 p.m.
