The Biggsville Board heard that garbage is being thrown into the recycle bin, according to Marilyn Evans. Daryl Forbes said the Village is still looking for someone to straighten the bin, and the weeds on the Ron Stout and Gary Barker properties are still not taken care of.
On the cleaner side of things, Daryl Forbes reported that four loads of trash and 23 appliances were picked up on trash day.
Trash issues and more were discussed at the regular July meeting on Wednesday, the 2nd, with President Janet Monville presiding and the following present: Trustees- Dale Allenbaugh, Marilyn Evans, Daryl Forbes, Gloria Minard, and Bob Onion (7:05 p.m.). Absent- Louise Webb. Treasurer- Gloria Jones. Clerk- Frank Jones. Maintenance Man- Jeff Lant ( 9:15 p.m.). Visitors- Rob Fisher of NOVA Cablevision, Inc., Don and Carolyn Fry ( 7:15 p.m.) , Bill Leonard, Heather Louck, Nanci Sterett, Dan Gibb (8:00 p.m.).
After the usual business of minutes, bills, and treasurer's report, it was heard that Dale Allenbaugh has not been able to discuss the MFT projects with Allen Ferguson. Allenbaugh will also ask Greg Fulkerson if mosquitoes are a problem at the lagoon.
President Janet Monville presented an estimate of $600.00 for the Phase 1 Archaeological Study to be performed in the area where the new well will be drilled. Daryl Forbes moved the study be performed, seconded by Marilyn Evans. Roll was called and all present voted Yes. Janet Monville will contact McClure Engineering with the approval.
Bill Leonard passed out the revised Zoning Ordinance 300-A-5 for the Board to review.
Bill Leonard reported that five permits were issued and the Board of Appeals Report for Casey and Rosemary Pullen's fence. The Pullens are to move the fence off the alley and the rest of the fence may remain.
President Janet Monville reported that Don Fry inquired how much it would be to hook up one water/sewer service. The charge would be the $25.00 per month cleaning fee, plus $50.00 New Customer fee and $50.00 Turn-On fee.
Don Fry double-checked with the Village that he has received copies of all the Water Ordinances. Fry also returned the notice he received from the Village Attorney Ron Stombaugh asking for it to be corrected.
The Board discussed the need for a burning pile. Marilyn Evans said the property needs to be surveyed to see just where the property line is. Bill Leonard suggested his property for a possible site. Daryl Forbes said that any location would need to be fenced in with at least a 10 foot high fence.
Rob Fisher of NOVA Cablevision, Inc. presented the Village with a DRAFT Ordinance for his company to install cable TV in the Village. Fisher stated his company does not have high speed Internet available at this time. The monthly rates at $15.95 for Basic, $30.50 for Expanded Basic and a Digital PAC is available for $16.95. His company does not charge for service.
NOVA will need 30-35% of the residents of Biggsville to sign on before the service is made available. This issue was tabled until the Board reviewed the Ordinance.
Nanci Sterett asked where playground equipment may be installed within the Village.
She has several families interested and wants to start a funding drive.
The location for this playground equipment to be installed is on the Village property south of the water tower.
Dale Allenbaugh will assist in measuring the area. Bob Onion moved the Village grant Nanci Sterett approval to proceed with the playground equipment project as requested, seconded by Dale Allenbaugh. All voted Yes.
President Janet Monville presented the Board with a price for a flex-winged Bush Hog Mower.
The cost with trade is $9,240. The Board questioned if the tractor had enough horse power (HP) to operate this unit.
Daryl Forbes moved the Village purchase the Bush Hog Mower only if approved by Don Burns using Sewer Funds and if the Village tractor has enough HP to operate, seconded by Dale Allenbaugh ...all approved.
It was mentioned to hire the mowing done as an alternative.
President Janet Monville had received a letter from the Illinois Commerce Commission notifying the Village that we are in violation for not joining the JULIE program.
Monville advised the board that she had sent a notarized copy of the forms in October 2002.
To correct this violation, the Village must join JULIE and pay the fine assessed.
The fine can be as much as $100.00 per day.
Janet Monville will resubmit the forms on July 3, 2003.
The next regular meeting will be on Wednesday, August 6, 2003, at 7:00 p.m. at the Biggsville Community Building.
The meeting be adjourned at 10:15 p.m.
