The board met in regular session December 3, 2003 with President Janet Monville leading the Pledge of Allegiance to the flag.
The following were present: Trustees - Dale Allenbaugh (7:10 p.m._, Marilyn Evans, Daryl Forbes, Gloria Minard, Bob Onion, and Louise Webb. Treasurer-Gloria Jones. Clerk-Frank Jones. Visitors-Bill Leonard, Heather Louck (7:15 p.m.), Glen Olson (7:25 p.m.) and Dan Gibb (7:50 p.m.).
President Janet Monville read the revised letter to be sent to businesses asking for donations for the ballpark improvement project. The Board members added names to the mailing list. Monville will have the letter published in the local papers and mail the letters.
Marilyn Evans reported it will be a couple of weeks before Illinois Power installs the lights at the basketball court and shelter house.
President Janet Monville asked the board if the village should have the Christmas light decoration contest this year and the reply was yes. Gloria Minard will find the judges for the contest.
Jeff Lant and Daryl Forbes will put up the Christmas lights on Saturday at 8:00 a.m.
The board members will prepare the Senior Citizens Christmas package on December 18th at 6:00 p.m. and will deliver them the same night. Gloria Minard will order the fruit and Marilyn Evans the candy.
President Monville will call ...
McClure Engineering and advise them the straps, hangers, and bolts are rusting in the lift stations. Replacements need to be purchased with the remaining sewer funds.
Jeff Lant reported that when the power goes out, the lift stations fill and cause problems. Lant requested the village purchase a generator and have each lift station wired to operate the generator. Lant will obtain prices for the generator and installation.
President Monville reported that several delinquent water/sewer customers promised to pay their bill within a week.
President Monville passed out an Ordinance Regarding Inoperable Motor Vehicles. This is the second reading. Louise Webb stated she doesn't see why we need to register race and derby cars. This ordinance should not include these cars because they are a business and not junk and debris. Bill Leonard stated it is hard to distinguish between race and derby cars ad abandoned cars.
Daryl Forbes doesn't think the $5 should be assessed for each car. In Section 13, the board agreed to delete the fee information and only leave the sentence about covering the vehicle.
It was mentioned in the business of racing, several cars are used to make one car operable. The question was asked what would one need to do to make all the cars operable and how do we treat these donor cars. The board decided to table this ordinance until next month.
President Monville passed out the ordinance pertaining to vicious dogs for the board members to read for the January meeting.
President Monville reported that WIRC could not attend this meeting to discuss the Housing Rehabilitation for Biggsville. They will come to a meeting after the first of the year because the applications are not due in until November 5, 2004.
President Monville reported she has not been able to contact the NOVA Cable representative.
President Monville called the Illinois EPA about the Village of Biggsville not complying with the water quality by December 2003.
The EPA representative told Monville that the village will be receiving a violation notice for not being in compliance.
Monville said representatives from the village will probably need to go to Springfield and explain why we are not in compliance.
Jeff Lant reported the Wards mower is still being used.
Gloria Minard reported on the Green Community meeting at Stronghurst.
The question was asked, what should be done with the old basketball court.
Nothing will be done at this time.
Louise Webb reported that one of the ovens in the Community Building is not working. Janet Monville will call to have the oven repaired.
Glen Olson was present asking the board if he could replace one of his trailers with a newer one even though it is over 10 years old.
The trailer he wants to bring in, is a 1992 model.
The board discussed this request and will ask the Zoning Board to look at the trailer and make a recommendation if this will make an improvement to the village.
Dan Gibb was present and brought the Village up to date on what ha happened at the new park.
The sod has been laid and the Biggsville Lions Club has pledged proceeds from their 2004 fund raisers to go for improvements for the park.
Dan Gibb also complained about the culvert project at Jim McClintic's.
Gibb reported tire damage to his mother's yard and is concerned that heavy water run-off in the future will now erode his mother's yard at the curve of the ditch.
Gibb suggested that erosion control rock be placed at the end of the culvert. Gibb also asked why the land owner was not notified of this project prior to starting.
Dale Allenbaugh and Dan Gibb will view the Gibb property and Dale Allenbaugh will contact Alan Ferguson of what needs to be done.
Treasurer Gloria Jones reported she has received a request from the Dorothy Walker family to use water to clean the house for the cleaning fee of $25 per month.
In addition to this request, Dan Gibb has sold his house to Shane Olson and requested the village change the bill to Olson for December.
Dale Allenbaugh said this is fine if we shut off the water and charge a $50 turn-on fee.
The question came up, can we charge a turn-on fee if the village doesn't have to physically turn on the water.
Allenbaugh said shut it off.
This issue was discussed and decided to bring all water/sewer questions to the next meeting.
The Walker estate will be charged the $25 per month as requested and the water at Shane Olson's will not be shut off.
The next regular meeting will be on Wednesday, January 7, 2004 at 7:00 p.m. at the Biggsville Community Building.
Louise Webb moved the meeting be adjourned at 10:25 p.m. and seconded by Marilyn Evans.
Roll was called and all present voted yes.
