Biggsville Board August Meeting

The Biggsville Board held it's regular meeting August 6th with President Janet Monville presiding and trustees- Dale Allenbaugh, Marilyn Evans, Daryl Forbes, and Gloria Minard in attendance.

Absent were trustees Bob Onion and Louise Webb.

Also present were Treasurer- Gloria Jones. Clerk- Frank Jones. Visitors- Kathie Curtiss, Nanci Sterett, Don Burns of Rural Development, and Alan Ferguson of the Henderson County Highway Department.

After the Pledge of Allegiance , roll call, minutes and Treasurer's report were approved and bills ordered paid, Don Burns of Rural Development brought the Village up to date on the Water Quality Project. Burns also said the Sewer Project must be closed.

President Monville advised the Board she had sent a letter to the EPA advising them of the Village's plans to apply in October for a grant.

She reported that the Village will purchase a Bush Hog mower from Birlay's for $7,150.

Alan Ferguson was present to go over the proposed MFT project. The estimated cost of projects is $6,153.53. This amount doesn't include the work at the west end of Main Street, which is estimated at $800.00. All present voted to approve the project. Alan Ferguson will write an appropriation totaling $7,500.

Monville reported the Playground Equipment at the ball park is being installed, and the weeds west of the equipment need mowing.

Evans reported she had received a compliant of the weeds on the Stout Property. Monville will contact Attorney Ron Stambaugh to start to condemn this property.

The Village has mowed the Gary Barker property and needs to send a bill.

Nanci Sterett brought a catalog of playground equipment for the Board members to review to get an idea of what the plans are for the selection. Future plans will be for benches, shelter, and tables. Nanci requested the Village prepare a letter signed by the President supporting this project.

Dale Allenbaugh reported a depression next to the sewer building needs filled, the lift at the water pump house needs to be replaced or fixed, and the street in front of the Post Office needs filled with cold patch to allow for the water to drain.

Kathie Curtiss complained about the rusty water in Worthy Acres. She said the last time the water mains were flushed was in May and she was told the last time she complained, the mains would be flushed each month in Worthy Acres.

No action was taken on the new Zoning Ordinance presented last month.

Treasurer Gloria Jones reported she had received a check from DAF Enterprise for $500.00.

President Monville reported that Chris Johnson will straighten the recycle bin and he has done it for three weeks in July. Forbes moved the Village hire Johnson to straighten the recycle bin as needed for $80.00 per month starting in August, seconded by Minard. Roll was called and all present voted Yes. Clerk Jones will pay Johnson $60.00 for July.

The Board discussed the delinquent water bills. Several customers had been shut-off.

The Board discussed the ordinance from NOVA Cable and decided it was NOVA's place to promote their product. Monville will contact NOVA and advise them to conduct their survey.

President Monville sent the JULIE information to the Illinois Commerce Commission and immediately they called with questions. The penalty assessed the Village will be $100.00.

Monville said the Zoning Board had received a request for a mail box on West Street.

Daryl Forbes stated the weeds need to be cut around town.

The meeting adjourned at 9:20 p.m. to go into Executive Session. Executive Session adjourned at 9:35 p.m. to go back into regular session.

The next regular meeting will be on Wednesday, September 3, 2003, at 7:00 p.m. at the Biggsville Community Building. The meeting be adjourned at 9:40 p.m.
