With only three board members present the Village of Stronghurst did have a quorum at their monthly board meeting held on August 4th.
President Eric Chockley and board member Tony Griepentrog shared a letter and the information they had received from Attorney Michael Neff, with The Quill.
With the letter Attorney Michael Neff enclosed a page from the Illinois Municipal Handbook, which stated,
"Under the village form, where six trustees and a president are elected, the corporate authorities are composed of seven individuals. At least four trustees, or the president and three trustees, must be present to constitute a quorum."
The board, however, did enter closed session for the purpose of employee benefits without a vote to go in and did not announce to a waiting press, they had returned to open.
Further, Votes for an Ordinance's passage cannot be solicited outside a meeting, but must be done during open session.
