Biggsville To Plan Sesquicentennial

Sewer Project must be closed; problems one may have with their sewer must be reported immediately.

President Janet Monville opened the April meeting by leading the Pledge of Allegiance to the Flag.

Don Burns stated the Sewer Project must be closed and requested any problems one may have with their sewer must be reported to the Village immediately. The remaining funds will be returned.

It was mentioned that the sewer wasn't draining properly from the Library and Gibb's Convenience Store. Also, rain water floods Craigs' Cameron since the sewer was installed. The Village will check into these problems.

Bob Onion reported the plumbing in the building at the ballpark froze.

Bill Leonard stated he is interested in the Sesquicentennial for the Village of Biggsville. Leonard researched the records and it appears that the Village was founded on October 3, 1855.

Leonard said to make this happen several committees need to be formed. Committees for such things as history book, families, photos, business, churches, organizations, schools, and the Sesquicentennial event.

Leonard said he would volunteer to work on the history.

Bob Onion moved to celebrate Biggsville's 150th birthday on Heritage Day weekend in year 2005, seconded by Marilyn Evans.

Roll was called and all present voted Yes. Anyone interested on working on this celebration, should contact Bill Leonard.

Don Burns of Rural Development reported that he has not heard anything on the funding for the Water Quality Project and he has been working on the Environmental Assessment.

Lou Boyer asked if a drop box could be installed near the Bob Chandler property if Chandler paid for the drop box. Pro Plumbing will install the box on the north side of East Main Street. Daryl Forbes moved the drop box be installed and the Village is not liable for payment, seconded by Bob Onion. Roll was called and all present voted Yes.

Lou Boyer presented the Village a bill from Tharp Construction which was higher than estimated. The increase in cost was due to the railroad requiring a steel casing. The total cost of the drain pipe project is now $31,397.20.

The Board advised Boyer that a motion was made last August for this project, Not to Exceed, $26,000.

Boyer said she couldn't find the FAX copy of the increased amount from Tharp.

After a lengthy discussion and with Don Burns' approval, Bob Onion moved the Village pay the bills totaling $31,397.20 for the drain pipe project and NO additional bills for the drain pipe project will be paid by the Village, seconded by Daryl Forbes.

Dale Allenbaugh asked who will level the dirt and seed. Boyer said this will be done by the property owners.

Allenbaugh stated that gravel should have been used on the railroad property and not dirt.

Roll was called, Dale Allenbaugh No, Marilyn Evans Yes, Daryl Forbes Yes, and Bob Onion Yes. Motion carried.

Marilyn Evans reported the ballpark lights will go off while being used. Bob Onion will make arrangements to have the lights fixed immediately.

Marilyn Evans reported the culvert at Jim McClinic's is eroding and needs repaired.

Marilyn Evans was asked what residents are to do with their leaves, branches, and yard waste since the area by the ballpark has been closed. These items can be burned on private property, but no garbage.

Daryl Forbes will make arrangements for Trash Day. Forbes will ask if there will be a charge for appliances this year.

Dale Allenbaugh will contact Allen Ferguson about MFT projects.

President Janet Monville reported that the new houses in Hillcrest have the water turned on and have not been receiving a bill.

The Village did not turn these services on and this is an Ordinance violation.

After discussing this issue and the problems that it could cause, Daryl Forbes moved the owner be fined $500.00 for turning on the water without notification to the Village and the water be shut off, seconded by Dale Allenbaugh.

Roll was called, Dale Allenbaugh Yes, Marilyn Evans No, Daryl Forbes Yes, and Bob Onion No. President Janet Monville cast the tie breaking vote of Yes, motion carried.

President Janet Monville will instruct Jeff Lant to shut off both services and she will mail the notification to the property owner.

Girl Scouts Elizabeth Ackerman and Kaci Hurka are working towards their Gold Award and asked the Village for permission to install playground equipment at the ballpark.

This equipment will be a wood structure with slide, swing and monkey bars. The girls will be in charge of all fund raising projects and the equipment will be installed with volunteer labor.

The cost for the equipment ranges from $1,000 to $6,000 depending on how much money is raised.

Dale Allenbaugh moved that permission be granted for the Girl Scouts to install playground equipment at the ballpark, seconded by Bob Onion. Roll was called and all present voted Yes.

President Janet Monville read the third reading of the Revised Water Rates Ordinance #501A5. The main changes are as follows: (See posting for the details)

1) Fee for having water service turned on, $50.00

2) Fee for new users, $50.00

3) A cleaning charge of $25.00 will be for cleaning purposes only if no one is occupying the premises.

4) All water bills are due by the 10th of the month and if not paid water will be disconnected until the bill is paid in full and a $50.00 turn-on fee charged when water is restored.

5) For meters larger than 3/4 inches, the tap-on-fee will be actual costs.

Dale Allenbaugh moved that the Revised Water Rates Ordinance #501A5 be approved, seconded by Marilyn Evans. Roll was called and all present voted Yes. This Ordinance will be in effect April 2, 2003.

Dale Gall questioned why the Village doesn't have a burning pile. Gall even said he would police what was being placed on the pile.

President Janet Monville reported that the Village Attorney had sent a letter to Scott Henry stating the house on his property must be torn down.

President Janet Monville stated that whatever it takes, Dick Reid's fire hydrant needs to be installed. Jeff Lant will make the arrangements.

President Janet Monville appointed Treasurer Gloria Jones and Clerk Frank Jones to head up a committee of five to recommend to the Board the Water and Sewer rates when the meters are installed. The remaining committee members will be from the residents of Biggsville. Anyone interested should contact Gloria or Frank Jones.

Bob Onion suggested the water pits that froze last winter need to be insulated before next winter.

Clerk Jones reported the April 1, 2003 election results. Those elected to Trustees for a 4 year term, Dale Allenbaugh, Gloria Minard, and Bob Onion. Those elected to Trustee for a 2 year term, Marilyn Evans and Louise Webb.

The next regular meeting will be on Wednesday May 7, 2003 at 7:00 p.m. at the Biggsville Community Building.
