Biggsville Village Board Meets

-from the minutes of the regular meeting, May 1, 2002

The Biggsville Village Board met in regular session Wednesday, May 1st, with President Janet Monville and all trustees present except Tony Patlan.

President Janet Monville reported a water sample was drawn from the Larry Bundy property.

Gloria Jones reported that Don Burns of Rural Development inquired about paying the final bill to Twin Builders to close out the sewer project.

Bob Onion had a sketch of remodeling the present structure for the rest rooms at the ballpark.

Mike West discussed what to do with the weeds under the bleachers at the ballpark. One option is laying plastic under the bleachers. Another option is placing sawdust which is available at Fort Madison. Mike West will discuss this with Jeff Lant to determine the best solution.

President Janet Monville reported the roof on the Community Building leaks. Mark Blindt will solicit bids for a temporary fix and bids to replace the entire roof.

Marilyn Evans reported the trash along the railroad needs to be picked up. President Janet Monville stated she has hired this done at her expense.

Bob Onion reported the lights at the ballpark have not been fixed.

Onion will contact B.L. Robinson for an estimate to repair the bulbs and covers. Janet Monville will contact the Sheriff's department for a copy of the vandalism report.

Daryl Forbes reported that he will try to set up clean-up day on June 1, 2002 from 7:30 a.m.till 12:00 noon.

Mike West reported that Harlan Goff would rather have gravel spread instead of dirt that was voted on at the last meeting. Mike will advise Jeff Lant.

Mike West also suggested the gravel road at the ballpark be extended further west. Inn addition, West said the village needs the alley at the U.P. Church repaired and black-top patch ordered.

Gloria Jones will inquire if MFT funds will pay for this.

Mike West will advise Jeff Lant to clean the gutters on Highway 94.

Frank Jones inquired if anything could be done with the loose gravel on the edge of the street. This gravel ends up in the yards when snow is plowed.

Mark Shafer prepared and estimate for the rest rooms at the ballpark. This 24' x 24' stick building with foundation would run approximately $24,000.

The Board discussed the delinquent water bills because some of them are getting out of hand. Bills that are not current will be turned off.

The Board discussed the Water and Sewer, New Customer and Turn-on/Turn-Off fees. The ordinance is being rewritten by the Village Attorney.

President Janet Monville reported the Zoning Board is reviewing the Zoning Ordinance.

Daryl Forbes will check on street signs for the recycle bin and Fire Department.

Lou Boyer reported that she called three state Representatives about laying a drain pipe under the abandoned railroad tracks. She was very pleased with the fast response from the Representatives. She reported the permit will cost $2,500.

President Janet Monville reported that Frontier sent an easement to be signed by the Village for a 20' x20' telephone equipment area adjacent to Valley Street. Monville will verify the annual rent and double check how close this will be to Valley Street.

President Janet Monville read Ordinance No. 300A-4, an ordinance amending the Village of Biggsville Zoning Ordinance No. 300.

This amendment pertains to parking of recreational vehicles (RVs) within the Village of Biggsville. Daryl Forbes moved Zoning Amendment 300A-4 be approved. seconded by Mark Blindt. Roll was called and all present voted Yes.

Clerk Frank Jones discussed the fiscal year 2002-03 budget.

Items to be considered are as follows: New roof for the Community Building, rest rooms at the ballpark, Maintenance Shed and a water loop between Valley and Water Streets.

Marilyn Evans moved the Board go into Executive Session at 9:40 p.m..

Marilyn Evans moved the Board return to Regular Session at 9:43 p.m. with no further action taken.

President Janet Monville presided over the meeting with the following present: Trustees-Mark Blindt, Marilyn Evans, Daryl Forbes, Bob Onion and Mike West. Treasurer, Gloria Jones; Clerk, Frank Jones. Absent: Tony Patlan.

Visitors were Lou Boyer and Mark Shafer (8:10 p.m.)

President Janet Monville had opened the meeting by leading the Pledge of Allegiance to the U.S. Flag.

Roll call was conducted by Clerk Frank Jones.

Minutes, Treasurer's report and Bills were read by and approved as was the Treasurer's report.

The next regular meeting will be Wednesday, June 12th, at 7 p.m. at the Biggsville Community Building.

Daryl Forbes moved the meeting be adjourned at 9:44 p.m., seconded by Mike West. Roll was called and all present voted Yes.
