Gladstone Board 2002 Highlights January thru May
January 2002-Highlights:
-
WRIC Representative reported at the end of March he would know if the village
would be funded for the public facilities/design engineering grant through
the CDAP program.
-
Village. Attorney. Ron Stombaugh distributed guides on municipality water
works and said he would draw up guidelines for the water system for users.
-
Joyce Meloan reported for Homecoming by presenting a $920.47 remaining balance
check to three of the new homecoming committee membersÐ Brenda Holford,
Mary Parsons, and Florence Stewart.

A motion was made and unanimously passed to give Kathy Sells (the water meter
reader) a pay raise of .50 an hour which will be $8.00 a hour.

A motion was made and unanimously passed to accept Blaine Mattson's bid for
removing and installing carpeting in the community building. $2,410.56 for
the main area and $592.00 for the office area plus tax.

Discussion on vacating south end of vine street by the Dry Dock. Board agreed
not to vacate it.

A motion was made and unanimously passed to pay Mary Parson, who played Santa,
$35 plus $5 for gas.
FEB 2002 Highlights:
-
A motion was made and unanimously passed to have the village clerk contact
the village attorney in regards to Gladstone Grains vacuum noise.

Randy Keever from the county board informed the board that the county was
still maintaining recycling responsibilities and if Gladstone elects to stay
with the large container already in Gladstone there should be little
change.
He also reported that Gladstone may look into an option that his hometown
of Stronghurst has already done of seeking bids for only one trash carrier
and everyone must take it, which would save homeowners money per month.

A motion was made and unanimously passed to name the street north of Craig
and Di Evans - Lynn Street.

A motion was made and unanimously passed to make house numbers official as
done by committee of Joyce Meloan and Margaret Johnson with help of Judy
Carson Postmaster.

Clerk was to contact village attorney on continuing complaint of barking
dogs owned by Angie Johnson and Kevin Meyers.

The board accepted John Russell's resignation as a trustee.
MARCH 2002 Highlights:
-
Clerk reported Village Attorney. Ron Stombaugh saying that the barking dogs
of Johnson and Meyers that increasing the finds was the only thing that can
be done.

Stombaugh also said that he would send a letter to Gladstone Grain on the
Village behalf concerning the noisy vacuum, that it needed to be out of the
village.

A motion was made and unanimously passed to donate $500 to Pack 61 Boy Scouts.

A motion was made and unanimously passed to accept Byron Sebastian to fill
John Russell's position as trustee.

Clerk was instructed to contact the village attorney on villages' liability
of culvert that Nick Breuer put in a ditch. McKinney is to check with Alan
Ferguson on whether Ferguson is a certified engineer. McKinney insisted on
being on record that he was unaware of Breuer's situation of his work until
after the culvert was installed.
APRIL 2002 Highlights:

Byron Sebastian was sworn in as a trustee, replacing Russell.

A motion was made and unanimously passed for the village to grant MediaCom,
ILL. LLC (CABLE TV) a right-away permit.

Annual Clean -up Days with the dumpsters tentatively set for first weekend
of May.

A motion was made and unanimously accepted the village spending up to $9,323
for the design water grant. WIRC will have the resolution to be brought before
the board at the May meeting. The board agreed to scale down to only 3 tests
wells.

McKinney agreed to seek bids for the new water lines in the community building,
and shelter house - new roof, stapling paneling under the roof and installing
large exhaust fan.

McKinney reported on ditch digging that he would contact Munson and prices
were $80 an hour for excavator and $40 an hour for the truck making total
cost $160 per hour for excavator and two trucks. McKinney said Munson looked
at ditches and estimated 3 to 4 days of work for all the ditches.

McKinney is to check with Zurmuehlen as instructed by the rest of the board
to try to put all the dirt from the school west along Zurmuehlen's field
if he would agree to save the village's expense of no trucking. Board agreed
for McKinney to contact Munson to start digging ditches on Wed., April 3rd.
MAY 2002 Highlights:

Discussion held on the speed limits on Gladstone side streets and board agreed
to leave it at 20 mph and will look into getting more signs.

A motion was made and unanimously passed to get the records audited at the
CPA's office at Cavanaugh's in Monmouth.

Clerk reported that Carolyn Avery painted the bleachers at the ball park.
Board members appreciated her service to the community.

A motion was made and unanimously passed to raise Mary Bielser's salary by
$25 a month for billing the village water bills which makes her salary $275
a month.

The board discussed the ditch digging and the cost and felt there were some
problems. There was a motion to pay the Munson bill of $9,120.00. Motion
by Bielser and seconded by McKinney. Roll call vote: Chad Furnald: Nay Jim
Hetrick: Nay; Willie Bielser Aye; Florence Stewart Nay; McKinney Aye; Bryan
Sebastian Nay. Motion was declined to pay Munson's bill.

McKinney, upon leaving the minute before it was adjourned, said he resigned.

Mayor Olson recommended contacting Village Attorney on the ditch digging
matter.

Board agreed Matt Gray could seed down the ditch by the ballpark.

Board decided to leave Lynn Street as it is.
-
Board agreed to have the clerk contact the village attorney to issue the
Dry Dock a letter in regards to the number and condition of the vehicles
on their property.

Chad Furnald reported that Jim Seaman contacted him that traffic was going
through the Dry Dock too fast and that he may have to close it off.

A motion was made and unanimously passed to pay all but the ditch digging
bills (which totaled $9,737.63 unpaid).
The June meeting is Monday, June 10th at 7 p.m. at the Community Building.
