March 6th Meeting

Minutes of the regular Biggsville meeting, March 6, 2002 met in regular session with President Janet Monville presiding and the following present: Trustees - Mark Blindt, Marilyn Evans, Daryl Forbes, Bob Onion, and Mike West. Treasurer - Gloria Jones. Clerk - Frank Jones. Absent - Tony Patlan. Visitors - Eric Moe of McClure Engineering, Rob Fisher of NOVA Cablevision, Dale Allenbaugh, Lou Boyer, and Mark Shafer & Sons Construction.

President Jane Monville opened the meeting by leading the Pledge of Allegiance to the Flag, and roll call was conducted and minutes read by Clerk Frank Jones, and Gloria Jones read the Treasurer's Report and the bills - all were approved.

Eric Moe of McClure Engineering reported n the Water Study. Moe passed out maps showing where wells are drilled in the Biggsville area and sheets showing water samples of the Larry Bundy well compared to the present Biggsville well. Moe reported that Biggsville needs a well that yields 60 gallons per minute. The tentative plans are for McClure Engineering to contact Mr. Bundy to see if a well can be drilled on his property for the Village. This test will cost between $5,000 to $6,000. If this proves favorable, McClure Engineering suggests two wells be drilled and the two current wells be capped.

Clerk Jones advised Eric Moe that an Engineer for Citizens Communications called and wants to bury telephone lines within the Village. Moe said if the Village needs assistance as to the location of water and sewer lines they will assist.

Rob Fisher of NOVA Cablevision, was present to explain his cable TV options available to the Village of Biggsville residents.

The cable would be newly installed and not use any part of the old system. Mr. Fisher asked if his company could conduct a survey to determine the interest within the Village.

Mark Blindt moved to grant NOVA Cablevision permission to conduct a survey within the Village, seconded by Mike West. All approved.

Mark Shafer of Shafer & Sons Construction presented draft drawings of the proposed restroom project at the ballpark.

Bob Onion has received estimated amounts of different tasks to complete this project from Skip Kelley Construction, West Masonry and Shafer. None of the amounts included inside costs such as, plumbing, doors and walls. Onion will continue to obtain costs to be able to resent a total estimated cost for this project.

Bob Onion reported the batting cage net would cost $1,000 with School District Union 115 paying $500. After discussing this matter, Mark Blind moved the Village pay $500 and consider this the donation to the Baseball Association for CY2002, seconded by Daryl Forbes. All approved.

President Janet Monville reported that all but two lights at the ballpark had been shot out. This has been reported to the Sheriff's office for investigation.

President Monville presented two options prepared by Jeff Lant for completing the water line loop between Valley and Water Streets.

Option 1 runs on the North side of Dick Reid and Gertrude Bishop's properties amounting to $2,389.81.

Option 2 would run adjacent to highway 34 from Water to Valley Street amounting to $2,15.91.

In both options extra help would be hired and a mini-hoe and mini-excavator rented.

Daryl Forbes moved Option 1 be approved because no state permits will be required, seconded by Bob Onion. All approved.

Marilyn Evans reported that the lagoon night light has been installed.

Mike West reported the on prices for the following items. A 6x10 Utility Trailer with fold down ramp is $814.00. A 6x12 trailer is $844.00. A hitch to pull this trailer is approximately $125.00 for a 2', 3 1/2 horse, self priming pump. A Weedeater with blade or string is $339.95 with an additional 10% discount. Mark Blindt moved the Village purchase a 6 x 10 trailer with hitch and wiring, the $210.00 pump and Weedeater, seconded by Bob Onion. All present voted Yes.

President Monville read Ordinance #417, Establishing Charges for Recycling and Large Trash Pickup. This Ordinance establishes a fee of $10.00 per year to be imposed on each household, business, industry, association, society, institution or other entity located in the Village. A statement of these charges shall be rendered to each entity by the inclusion of one-half (1/2) of said annual fee on the water and sewer bill in May and November of each year.

Lou Boyer reported the price for Tharp Construction to bore approximately 260 feet for a 15 inch pipe would be $7,787.20. This drilling reduces the Pro Plumbing bid by $3,836.00. The revised total to lay the drain pipe from the Boyer property to the east is $16,006.08.

Boyer has not heard from the BNSF Railroad to be able to bore under their tracks.

President Janet Monville said the Village needs concurrence from the railroad before this project can take place. Monville will try to call the BNSF Railroad.

The next regular meeting will be on Wednesday April 3, 2002 at 7:00 p.m. at the Biggsville Community Building.

Daryl Forbes moved the meeting to be adjourned at 9:40 p.m. and seconded by Bob Onion. Roll was called and all present voted Yes.
