Tom Doran stressed to the Stronghurst Village board members Monday evening, the necessity of keeping itemized and impeccable records for the upcoming city park project.
Doran had attended a four hour meeting in Springfield learning how to proceed using grant money.
"The project can proceed," he said, "as soon as the agreement is signed and the electrical lines are buried."
Doran suggested it would be to everyone's best interest if a lead person were responsible for keeping the records, letting bids, etc. Later in the meeting Tony Griepentrog volunteered for the position and it was voted to put Tony in charge of park records involving the grant.
Doran also reported that Southern teacher, Jeff Nichols, and his Industrial Arts students have almost completed the thermometer that will be placed in the park to record donations.
The village is responsible for paying all bills until such time as the project is completed. At that time the documented records are presented for reimbursement.
Jack Kinslow, representing the American Legion Post #765, asked if the board would consider a donation toward the renovation project of the Legion/Community building project.
The board voted to donate $1,000 with Frank Avery (a Legion member) abstaining.
Curt Eisenmayer talked with members concerning the plaque to be engraved and placed on the bell which is ready to be put in the park. Eisenmayer will get quotes on prices and present them at the next board meeting.
Eisenmayer also touched on the subject of 911 which is becoming mandatory, and said the county would probably have basic 911 to start as enhanced 911 is very costly.
Deputy Bill McDonald presented the sheriff's report for the month of February, with 15 arrests being made.
Members discussed the ATVs being run on the streets, especially during the snowfalls.
It is illegal for them to be on the streets and an ad will be run in The Quill stating there will be arrests made. (The ad has appeared in the March 6th edition.)
Reports on recycling have been good with only one complaint that hasn't been validated.
Eric Chockley and his sons distributed approximately 80 containers to homes.
Eric Chockley will talk with City Attorney Mike Neff regarding what the ordinance is for water and sewer lines for a new addition Kenny Morris is interested in starting.
Abe and Andy Chockley have put a new coat of black paint on the cannon in the park.
All members were present with the exception of Terry Myers.
The next board meeting will be held on Monday, April 1, at 7 p.m.
