Biggsville Village Board

Biggsville All members of the Biggsville Village Board who were present at the regular July meeting, approved a motion made by Mark Blindt to rescind a motion made in March to pay $500 toward the purchase of a batting cage because the purchase was never made.

President Monville, who had opened the meeting with the Pledge of Allegiance, reported that the insurance adjuster had said they will be issuing a check to repair the ball park lights that had been vandalized. The amount will be approximately $2,800 as estimated by Zurmuehlen Electric.

Mark Blindt said he will water the trees at the ballpark. It was also noted that the trash at the park was not being pulled to the street. This has been done by the ball teams in the past and it is the Village's responsibility to make sure it has been done.

Bob Onion had nothing to report on the Ball Park Restroom Project.

The bills were read by Clerk Jones and the Board discussed bills from Great River Medical Center for Jeff Lant and Fisher Enterprise for portable rest rooms at the ball park. President Monville will see if Workman's Compensation will cover Jeff's medical bills and contact the School District to inquire how long the rental agreement for the portable rest rooms is for. Daryl Forbes moved to pay the bills and seconded by Bob Onion that orders be drawn on the Treasurer for the same. Roll was called and all present voted "Yes".

Mark Blindt reported he has received one bid for the Community Building roof and is in the process of obtaining the second bid.

Mike West reported the ditch at the North end of Valley Street has washed the bank. Also, gravel is washing from the alley across Valley Street into the yards. West suggested the pipe be extended and covered.

Mike West discussed the Motor Fuel Tax (MFT) project list. West will complete the list and give to the Clerk to type. It was decided the drain pipe from the Boyer property to the east be included as a sewer project and not MFT.

President Janet Monville read from the Illinois Municipal Handbook that bids in excess of $10,000 can be publicly bid or approved by 2/3rds of the Trustees. If bid, the bids must be prepared by an engineering firm with proper specifications.

Lou Boyer, on behalf of Tom Fisher, asked what could be done with water running on is property after a rain?

Lou Boyer said the railroad pipe application has not been submitted and the application will cost $2,500.

Mike West requested the Village purchase some tools from the sewer funds. West was advised to purchase the tools for approximately $352.00.

The Board discussed the Preliminary Water Project. The Board is asking why other locations can not be considered. President Janet Monville will contact McClure Engineering. Bill Leonard asked how close to the flood plain can a well be located. Leonard said he has property that is available.

President Janet Monville reported on the Zoning Board. The Board has had discussions with or is scheduled to have discussions with those who have received tickets.

The Zoning Board will contact the owner of the deteriorated house on Blaine Street.

The Zoning Board has set the last Wednesday of each month for their regular meeting.

Dick Reid asked when the fire hydrant will be installed near his property. The hydrant has been purchased but the the Village is waiting on easements.

Bob Onion asked why tree trimming companies are allowed to place trees behind the ball park.

It was decided to discontinue water service to the Henry Purchase property until the sewer is connected.

The Board discussed Workman's Compensation coverage. Janet Monville will contact Bi-County Insurance for details.

The Board met July 10th in regular session with the following present: Trustees- Mark Blindt, Daryl Forbes, Bob Onion and Mike West. Treasurer-Gloria Jones. Clerk-Frank Jones. Absent-Marilyn Evans and Tony Patlan. Visitors-Dale Allenbaugh, Lou Boyer, Bill Leonard and Dick Reid.

The minutes of the regular meeting read by Clerk Frank Jones and Treasurer's report read by Gloria Jones were approved.

The next regular meeting will be on Wednesday, August 7, at 7 p.m. at the Biggsville Community Building and is open to the public.

Daryl Forbes moved the meeting be adjourned at 9:40 p.m. and seconded by Mark Blindt. Roll was called and all present voted Yes.
