Biggsville Village Clerk Frank Jones reported the Christmas Light winners for 2001 at this month's regular meeting January 2nd.
First place was Irhmal Gibb, 2nd place Gail Mudd's, and 3rd place was Parker Hull's.
Daryl Forbes reported the village delivered 57 candy and fruit plates to the Senior Citizens, January 2, 2002.
The board held their regular January meeting with President Janet Monville presiding and the following present: Trustees - Mark Blindt, Marilyn Evans, Daryl Forbes, Bob Onion, and Mike West. Treasurer - Gloria Jones, Clerk - Frank Jones. Absent was Tony Patlan and visitors were Dale Allenbaugh, Lou Boyer, Bill Leonard, and Kathie Curtiss.
The minutes of the regular meeting and the Treasurer's report was approved, and bills in the approximate amount of $4760 were approved paid.
Bob Onion reported that he did not receive a bid to wire the Christmas lights. Mike West reported work is continuing on extending the water boxes and manhole covers in the streets.
The board discussed the accident where a truck damaged a fire hydrant on Valley Street. This happened on December 28, 2001 about 8:30 p.m. This used a considerable amount of water and to add to the water usage a fire alarm was sounded the next morning outside of town. Residents noticed low water pressure until the tower was filled. Clerk Jones will submit a bill to the insurance company.
Bob Onion reported that his mother's water pipes were plugged the next morning.
Janet Monville reported for the Zoning Board that the trailer by the water tower is being lived in and has electricity but no water, sewer, gas and is being heated by a wood burning stove. The resident is trying to hook up the sewer.
This trailer is not fit to be lived in and Janet Monville will contact the Village Attorney about this household not complying with Village ordinances and ask the Biggsville Fire Department to contact the State Fire Marshall.
The board discussed the public meeting held prior to the regular.
Thirty-one people attended this meeting on re-cycling. The village must change their current practice because the county will not continue their contract with REC Recycling.
The village has several options to consider.
1) Continue their present program with REC Recycling and pay pick up the container charges,
2) Hire Waste Management to place a re-cycle container within the village,
3) Consider a combination trash and re-cycle program for all the residents with Jackson Disposal and,
4) Have Maple City Area Recycling provide curbside pick up for re-cycling only.
Mark Blindt moved this re-cycling issue be turned over to the Health Committee for review and to make their recommendation to the board at the next regular meeting, seconded by Daryl Forbes. All approved Blindt's motion in a roll call vote.
Marilyn Evans will contact REC Recycling to see if they will continue to empty the recycle container as needed and bill the village per pick up until a decision is made.
The next regular meeting will be on Wednesday February 6, 2002 at 7:00 p.m. at the Biggsville Community Building.
