The December 9th meeting of the La Harpe City County was called to order at 7:02 p.m.
A motion carried to approve the minutes and the treasurers of the November meeting.
The city employees need to be licensed to spray at the cemetery. A two-day class is offered at Springfield. At least two employees will need to attend this class.
Ken Wolcott from Illinois Power was present and addressed the council regarding the franchise for electricity for street light power. The current 50-year agreement expires in March of 2003.
This agreement allows Illinois Power the access to the streets and alleys for repairs. The Illinois Power currently donates back a portion of the cost to the city. The expiring contract donates 50% back.
They now have several options available. The new franchise is the same, except for the options and terms. Available is a 25-year contract with a 50% discount, a 10-year contract with 30% discount, 15 years at 40%. Currently, with the 50% discount, the cost $1,217 per month. Annually, this is $14,604 per year. LaHarpe currently has two meters at the commercial rate. Mr. Wolcott will return at a later date before the end of the contract to discuss the councils decision.
The lighting project of the welcome signs is nearing completion. It should be finished by Christmas.
Mayor Brown was appointed once again to serve on the legislative committee of the municipal league.
The caucus for the April 2003 election has been set for January 6, 2003.
The motion to cancel the December 23 meeting due to the Christmas holiday was made and passed. The next scheduled meeting will be held January13, 2003 at 7:00 p.m.
The meeting was adjourned at 7:40 p.m.
